[310512.EN.SEA] Batam’s Tanjung Sauh Port To Be Ready By 2012


Batam: Constructions of a new deepwater container port on Tanjung Sauh, between Batam and Bintan could begin as early as next year, reports said.

Initial investment of around IDR7trn ($756m) is believed to be required to transform the area into a major transhipment center for Indonesia. The port's initial 2km of wharves aims to handle 4m teu when ready around 2015.

The port is planned as part of Indonesia's overhaul of its transport infrastructure to cope with growing domestic demand and could prove to be a competitor to the port of Singapore as it targets East Asian traffic.

It will be part of a sea corridor that will also see the ports of Medan, Jakarta, Surabaya, Makassar and Sorong form six large ports that can serve as transit points for smaller feeder ports all across the archipelago.

Tanjung Sauh is seen as an ideal location as almost no dredging or reclamation is needed and has room for expansion as it is across the island from the existing port at Batu Ampar. Batam officials are supporting the project and the island has already been declared a special economic zone.

[310512.ID.SEA] Peti Kemas : Layanan Pemeriksaan Terpadu Di Priok Berlaku 1 Juni


JAKARTA: Kantor Pelayanan Utama Bea dan Cukai Pelabuhan Tanjung Priok menyatakan kegiatan pelayanan terpadu kegiatan pemeriksaan peti kemas sudah bisa dilakukan pada 1 Juni 2012.

Agus Ropiyuddin, Kabid Humas dan Kepatuhan Internal Kantor Pelayanan Utama Bea dan Cukai Tanjung Priok, mengatakan pihaknya akan menyiapkan layanan terpadu (satu pintu) untuk pemeriksaan fisik kepabeanan dan pemeriksaan fisik karantina terhadap barang yang wajib behandle.

Hal itu, katanya, untuk mendukung percepatan pemeriksaan barang, termasuk pemeriksaan fisik petikemas impor wajib karantina di Pelabuhan Tanjung Priok.

"Namun sampai saat ini lahan untuk lokasi terpadu itu masih disiapkan oleh Pelindo II di Tanjung Priok,"ujarnya siang ini (30/5).

Dia berharap dengan pemeriksaan terpadu tersebut bisa mempersingkat arus pengeluaran barang melalui pelabuhan Priok.

Kurniawan, Client Cordinator KPU Bea dan Cukai Tanjung Priok mengatakan, importir jalur merah di pelabuhan Priok hanya 20%, sedangkan sisasnya atau 80%-nya merupakan jalur hijau dan jalur kuning.

Dia menyatakan, Proses pemberitahuan impor barang (PIB) untuk importir kategori jalur prioritas hanya membutuhkan waktu pelayanan 20 menit, untuk jalur hijau 30 menit dan untuk jalur merah 30 menit setelah menerima respon SPJM (Surat Pemberitahuan Jalur Merah).(faa)

Ho Chi Minh City: Beleaguered Vietnamese National Shipping Lines (Vinalines) is running into more trouble with the poor performance of the three container terminals it has joint venture interests in.

Cai Mep Port (CMIT), SP-SSA Port (SSIT) and the Saigon Container International Port (SP-PSA) in the Cai Mep–Thi Vai area in Ba Ria–Vung Tau province  are all joint ventures between Vinalines and foreign partners.

SP-PSA is a joint venture between Vinalines, Saigon Port and Singapore's PSA International, CMIT is a joint venture between Vinalines, Saigon Port and APM Terminals, while SP-SSA is a collaboration between Vinalines, Saigon Port and Seattle-based SSA. Meanwhile, according to Vinalines, as at the end of last year, it had incurred a loss of VND252b ($12.1m) from its ports in the Cai Mep-Thi Vai area.

The new container terminals were designed to take high capacity vessels of up to 100,000 DWT. However, since late March, as container volumes plunged and lines adjusted their services, the number of international ships calling at the ports there has dropped from 16 to 7 per week and this has forced a price war among the terminal operators.

Currently, the container handling fee at the ports in the area is just $32 per container on average, much lower than the expected price floor of $40 per container.

[300512.ID.BIZ} Kontrak Migas : 16 Kontraktor Diminta Pasok Gas Ke Perusahaan Daerah


JAKARTA: Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi memerintahkan 16 kontraktor kontrak kerja sama (KKKS) untuk segera memasok gas ke 21 perusahaan daerah, guna mendukung program konversi bahan bakar minyak ke bahan bakar gas.

Kepala Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BP Migas) R. Priyono mengatakan BP Migas akan mendukung penuh program pemerintah terkait konversi BBM ke BBG secara masif, antara BP Migas, KKKS, dan daerah penghasil gas.
 
Bila perlu, imbuhnya, KKKS migas itu nantinya mengirimkan gas sampai ke stasiun pengisian bahan bakar gas (SPBG).

"16 KKKS migas ini telah menandatangani nota kesepahaman dengan 21 perusahaan daerah yang akan memasok lebih lanjut untuk keperluan BBG. Konversi BBM ke BBG ini sudah bukan lagi wacana, implementasinya sudah mulai dilaksanakan," ujarnya melalui keterangan resmi, Jumat 25 Mei 2012.

Kerja sama pasokan gas untuk kepentingan BBG tersebut ditandatangani di sela acara Konvensi dan Pameran Industri Minyak dan Gas (Indonesian Petroleum Association/IPA) ke 36.

Dengan adanya kerja sama penjualan gas untuk BBG, jelasnya, tentunya membantu pemerintah mengurangi besaran subsidi BBM. Namun demikian, imbuhnya, BP migas berharap penjualan gas transportasi ke masyarakat bisa lebih murah dibandingkan dengan harga premium.
 
"Kalau harganya sama dengan premium, ya sama saja. Kita minta harga yang bisa dijangkau oleh masyarakat," katanya. (ra)

[270512.EN.SEA] Italy: Costa Concordia Wreck Removal Plan Presented


The Emergency Deputy Commissioner for the sinking of the Costa Concordia, Franco Gabrielli, Costa Cruises, and the TITAN Salvage / Micoperi consortium – the team recently contracted for the salvage work – presented the approved plans for removing the wrecked ship Costa Concordia. The salvage work will begin in a few days and is estimated to take about 12 months.

TITAN Salvage, a U.S. company owned by Crowley Maritime Group, is a world leader in the recovery of wrecks. Micoperi is an Italian company specializing in underwater construction and engineering, and has many years of experience in the field.

The plan, which will re-float the vessel’s hull, places the highest priority for ensuring the lowest possible environmental impact as well as the conservation of tourist and economic activities on the island of Giglio, with maximum safety precautions.

Environmental protection will be the top priority throughout operations of this mammoth recovery. The plan also includes measures to safeguard the economic and tourist activities on the island of Giglio. Staff will work to remove asbestos. The work is not expected to have any significant effects on the summer tourist season. To further reduce any impact on the activities of the Marina del Giglio, the base for the salvage operations will be off the island, near Piombino, where equipment and materials will be collected for the work.

There are four stages of operation in the salvage plan, as follows:

- First, once the ship has been stabilized, an underwater platform will be built and watertight boxes, or caissons, fixed to the side of the ship that is above water.

- Two cranes fixed to the platform will pull the ship upright, helped by the weight of the caissons, which will be filled with water.

- When the ship is upright, caissons will be fixed to the other side of the hull to stabilize it.

- Finally, the caissons on both sides will be emptied, after the water inside has been purified to protect the marine environment, and filled with air.

Once floating, the wreck will be towed to an Italian port. Once the removal is complete, the salvage team will clean the waters and the restore the marine flora.

The plan was evaluated from a technical standpoint by a committee, composed of experts representing Costa Cruises, Carnival Corporation & plc, London Offshore Consultants and Standard P & I Club, in collaboration with RINA and Fincantieri, in accordance with the requirements and recommendations set by the Italian authorities. The plan was evaluated to ensure that it would meet the main requirements: removal of the entire wreck with maximum safety precautions and as little impact to the environment, tourism and economy of Giglio.


“From the early stages of the accident, Costa Crociere has fully committed its resources, professional expertise and organization to minimizing the impact of the shipwreck on the environment and on Isola del Giglio in particular,” said Gianni Onorato, Costa Crociere S.p.A. president.

“As was the case with the fuel-removal operation, we have always worked to find the best possible and safest solution to protect the island, its marine environment and its tourism industry. We are now launching a salvage operation with characteristics and technical complexities that have never been faced before. There will inevitably be some unknowns in a project of this scope, but we are sure we have made the right decision and will continue to work to our best ability and on schedule.”

“We are very pleased to have been chosen to perform this incredible operation to remove the wreck of Costa Concordia,” said Richard Habib, vice president of Titan Salvage. “Our quality engineering and the experience we have gained in this area allowed us to present a project that met expectations. From now on we will work with the aim of preserving the environment and the natural habitat.”
