AMENDMENTS to the Panama Canal tolls structure could enable containerships to pay less, while LNG and LPG carriers pay more.

The new structure, which has been approved by Panama's government, is scheduled to start on October 1. It comes in response to a recommendation from the Panama Canal Authority (ACP) board of directors aimed at safeguarding the competitiveness of the waterway.

For the containership segment, the approved tolls structure offers more attractive rates per loaded containers on the return voyage - applicable only to neopanamax vessels deployed on the canal route in the head and back haul legs.

Furthermore, it is applicable only when the utilisation rate of the northbound transit is higher or equal to 70 per cent, and the time lapse between the northbound and the southbound transit is not greater than 28 days, reported Fort Lauderdale's Maritime Executive.

To promote the use of the services provided within Panama's logistics hub, any additional days that the vessel requires to perform port-related activities in the Panamanian terminals will not add to the 28-day period.

Container/breakbulk vessels will be reclassified into the general cargo segment, thus resulting in more attractive tariffs, ACP was cited as saying. Additionally, the new structure modifies the tolls for to the liquefied natural gas (LNG) and liquid petroleum gas (LPG) segments, reflecting the changing demand for the route.

The current Panama Canal toll structure, which has been in place since April 1, 2016, calls for each vessel segment to be priced based upon different units of measurement. For example, containerships are measured and priced on TEU, and LNG and LPG vessels are based on cubic metres.

The current structure also includes, for the first time, a customer-loyalty programme for the container segment, where frequent container customers will receive premium prices once a particular TEU volume is reached.

[270817.ID.BIZ] Mitra Banjaran Bidik Penjualan Rp 40 Miliar

KONTAN.CO.ID - Produsen alat kesehatan, PT Mitra Rajawali Banjaran membidik kenaikan penjualan tahun ini. Kenaikan pendapatan diproyeksi mencapai Rp 40 miliar, atau naik sekitar 10% dari penjualan tahun lalu sebesar Rp 35 miliar.

Anak usaha RNI Grup ini mengandalkan tiga alat kesehatan prioritas untuk meningkatkan penjualan, yaitu jarum suntik, kondom, dan sarung tangan.

Menurut Direktur PT Mitra Rajawali Banjaran Ahmad Sufi, jarum suntik menjadi kontributor terbesar dalam penjualan tahun lalu yakni sekitar Rp 20 miliar. Sementara, kondom dan sarung tangan menyumbang masing-masing sekitar Rp 6 miliar dan Rp 1 miliar "Sisanya dari produk-produk tambahan," ujarnya, Sabtu (26/8).

Sufi menyebut, untuk jarum suntik, permintaan terbesar berasal dari program pemerintah sebesar 120 juta pieces. Begitu pula kondom yang sebagian besar digunakan untuk mendukung program kependudukan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN).

Dari penjualan kondom tahun lalu sebesar Rp 6 miliar, sekitar Rp 5,5 miliar merupakan pesanan pemerintah yaitu 66.700 gross atau 9 juta unit. Sedangkan untuk pasar reguler, menurut Sufi, masih terhitung sedikit yaitu 2.300 gross. Ia berharap dapat meningkatkan pasar reguler hingga 16.000 gross. Sedangkan untuk sarung tangan, permintaan mencapai 250 juta unit.

Hingga Juli 2017, Mitra Rajawali Banjaran sudah mencatat penjualan mencapai Rp 18 miliar. Artinya, masih ada Rp 22 miliar lagi yang harus dikejar untuk mencapai target hingga akhir tahun. Sufi mengatakan, jarum suntik sebagai produk unggulan akan menjadi prioritas. Secara bertahap, perusahaan akan mengembangkan alat suntik ke arah safety sharing. Selama ini, produk MBR baru normal sharing dan auto distract.

"Safety sharing itu hanya sekali pemakaian, jadi tentunya penjualan akan menjadi lebih rtonggi. Potensi pasar juga besar, karena salah satunya untuk program pemerintah juga," lanjutnya.

Baru-baru ini juga MBR telah bekerja sama dengan anak usaha RNI Grup lainnya, yakni Phapros untuk mengembangkan alat kesehatan implan tulang Hydroxyapetite. MBR berkontribusi untuk menyiapkan lahan, perizinan, dan registrasi produk, sementara Phapros menjadi penyedia dana.

"Ini sebagai cikal bakal untuk kerja sama yang lainnya karena kami juga masih memiliki lahan 1,3 hektare yang bisa dibangun fasilitas produksi lagi," tukasnya.

[260817.EN.SEA] Yang Ming Narrows Q2 Loss 90pc, Volume Ups 10pc And Sales Leap 19.6pc

TAIWAN's Yang Ming Transport narrowed its second quarter net loss 90 per cent year on year to TWD445 million (US$14.7 million), a result drawn on revenues of TWD33.2 billion, an increase of 19.6 per cent.

"First half results show consistent improvement. Coupled with a stabilised 2017 market, Yang Ming's internal efforts have helped to grow its volumes and revenues substantially," said the company.

For the first half of 2017, Yang Ming's consolidated revenues totalled TWD63.48 billion, while volumes totalled 2.28 million TEU, a 10 per cent year on year increase.

Yang Ming said it "has taken the initiative to control costs and to develop a new strategy to optimise its financial position" since last fall.

The carrier is also a member of the recently formed THE Alliance, along with Hapag-Lloyd, MOL, NYK and "K" Line.

KONTAN.CO.ID - PT Pertamina EP Asset 3 optimistis produksi minyak bisa mencapai target. Pada tahun ini, Pertamina EP Asset 3 menargetkan produksi minyak 11.000 barel per hari pada akhir 2017.

Target produksi tersebut akan ditopang oleh dimulainya pengembangan Lapangan Bambu Besar pada Oktober mendatang. Wisnu Hindadari, General Manager Pertamina EP Asset 3, mengatakan, per Juli 2017 rata-rata produksi minyak Pertamina EP Asset 3 sekitar 10.000 bph.

"Dengan sejumlah sumur pengembangan diharapkan hingga akhir tahun ini produksi minyak bisa meningkat menjadi 11.000 bph," ujar Wisnu dalam siaran pers, Jumat (25/8).

Selain minyak, Pertamina EP Asset 3 juga memproduksi gas yang hingga Juli mencapai 300 juta kaki kubik per hari (MMSCFD). Wisnu mengatakan, produksi Pertamina EP Asset 3 berasal dari tiga lapangan, Field Tambun, Subang dan Jatibarang.

Tambun berkontribusi 2.200 bph minyak dan 50 MMSCFD gas; Subang menyumbang 1.709 bph minyak dan 200 MMSCFD gas. Serta Jatibarang Field menyumbang 6.000 bph dan gas 50 MMSCFD. "Secara volume minyak lebih besar, namun untuk kontribusi pendapatan gas yang besar. Bahkan berkontribusi hingga 80%," katanya.

Armand Mel Hukom, Field Manajer Pertamina EP Asset 3 Subang, mengatakan, Subang Field tengah mengembang sumur eksploitasi di lapangan Bambu Besar dan akan dieksekusi pada Oktober 2017. Ini lebih awal dari perkiraan 2018.

Selain itu, Fiield Subang juga tengah mengembangkan pemboran sumur di Jatiasri sebanyak tujuh titik hingga 2018. Namun, lima sumur akan direalisasikan tahun ini.

Menurut Armand, dengan pemboran dua lapangan pengembangan ini diharapkan produksi Field Subang hingga akhir 2017 mencapai 2.000 bph dari saat ini 1.709 bph dan gas 200 MMSCFD.

GURUCARGO, an online freight platform from Uruguay, is launching in September its "lean forwarding" model in the United States that will connect airlines with importers and exporters, potentially eating into legacy freight forwarders' market share.

"We're saving our customers hundreds of thousands of dollars," said Gurucargo's co-founder Andres Israel, adding that the company's model reduces shipping costs by up to 30 per cent, reported New York's Air Cargo World.

By connecting shippers directly with carriers, Gurucargo's model locks in prices for shippers that used to only be available to forwarders. The site publishes prices provided by carriers and books them rather than buying space in advance. It then resells capacity at a premium or loss depending on market movements.

Gurucargo said that its model is catching on fast in Latin America, where the company was launched. The freight platform has teamed up with airlines such as LATAM Cargo, and just added shipping giant CMA CGM. Currently, Gurucargo handles 1.5 million transactions per month, and is adding 600 new companies per month, which translates into a 15 per cent month-over-month growth in users.

In a market where legacy forwarders, such as Panalpina, are warning shippers to book early to lock in low rates to avoid peak-season congestion, startups like Gurucargo face an uphill battle breaking into the market.

Mr Israel says that Gurucargo's edge is its ability to lock in freight rates in advance, enabling shippers to settle their supply chain costs farther out without paying a premium for pricing security.

For the other steps, such as warehousing, customs clearance or last-mile, Gurucargo outsources the services and its customers can select which services they want to add to their shipment.

[240817.EN.SEA] Hamburg Loses Ground to Rivals Due to Delays Caused by Dredging of Elbe

THE German port of Hamburg's container volumes in the first half of 2017 at 4.45 million TEU remained flat compared to the previous year, while delays surrounding the expansion of the Elbe fairway continue to cost the European gateway market share.

Both Antwerp and Rotterdam ports - the latter has overtaken Hamburg as Europe's second-busiest container port - registered year-on-year volume growth in the first half of the year of 9.4 per cent to 6.66 million TEU, and of 1.8 per cent to 5.14 million TEU, respectively.

Hamburg's joint chief executive of marketing, Axel Mattern, pointed to a 3.2 per cent drop in empties as one area where the failure to dredge and widen the Elbe was reducing the port's traffic, reported London's Loadstar.

"Shipping companies tend to route empty boxes for weight reasons via other ports, partly because the adjustment of the Elbe fairway is still not implemented," Mr Mattern was quoted as saying.

"Once the channel is dredged, mega-ships will be able to bring an additional 1,600 [plus] TEU to Hamburg and take that many again on departure."

Despite declines from seven of the port's top 10 trading partners, Mr Mattern was pleased with Chinese and Russian numbers, describing the volume growth as "gratifying".

Chinese volumes rose 1.3 per cent to 1.29 million TEU, while Russian figures increased four per cent to 230,000 TEU; and Swedish volumes jumped 9.8 per cent to 140,000 TEU.

Overall though, these results were not enough to offset a 3.5 per cent decline among its top 10 trading partners to 2.65 million TEU from 2.75 million TEU last year.

Three years of back-to-back growth in the number of ultra-large containerships calling at Hamburg, was piling on the pressure to advance the dredging and widening of the Elbe.

In the first six months of the year, 54 vessels in the 18,000-20,000+ TEU range called at Hamburg, a 134.8 per cent increase compared to last year, while vessels in the 14,000-17,900 TEU range called 36.5 per cent more times than in 2016.

In February, Leipzig's Federal Administrative Court finally rubber-stamped the Elbe deepening project, after environmental protests brought the project to a standstill in 2013.

Despite receiving the court's approval, the stop work order issued four years ago remains in place, with the port first having to address two major environmental concerns.

[020817.EN.SEA] 10 New Orders Placed For Box Ships in H1, Down From 56 in 2016

TEN orders for containerships were placed during the first six months of the year, compared to 56 in the first half of 2016, and 90 two years ago, according to the latest data from ship valuation service VesselsValue.

A total of 245 orders for newbuild ocean vessels were placed during the first half of this year, which is less than half of the amount placed during the same period two years ago (594), but down only slightly from the 254 orders placed during the first six months of 2016.

Of the 245 orders placed so far this year, 145 have been for tankers, a sizable increase from the 118 orders placed in 2016, but still well below the 181 orders placed during the first half of 2015, reported American Shipper.

A total of 70 bulker orders have been placed, up from last year's 43, but significantly lower than the 229 vessels ordered two years ago.

The number of LPG vessels ordered however, has remained steady, growing from 18 two years ago to 19 in 2016, before dipping slightly to 16 so far this year.

Orders of LNG vessels continued their decline, falling from 26 in the first half of the year two years ago to seven last year and four so far in 2017.

The news of the declines comes on the heels of shipbroker Clarksons saying that the number of shipyards across the globe building large commercial vessels has declined by 62 per cent in the past eight years.

BANDUNG. Pemerintah Provinsi Jawa Barat berharap bisa menguasai mayoritas atau 51% saham Bandara Internasional Jawa Barat (BIJB) Kertajati di Kabupaten Majalengka.

"Kami dari Pemprov Jawa Barat berharap bisa menguasai 51%, sedangkan Angkasa Pura (AP) II 49% di BIJB, Kertajati," kata Wakil Gubernur Jawa Barat Deddy Mizwar dalam siaran persnya, Rabu (2/8).

Ia mengatakan, pembagian saham tergantung pada penyertaan modal yang diberikan AP II. " Belum lagi nanti ada RDPT (Reksa Dana Penyertaan Terbatas) yang bisa masuk ke dalam reksa dana, kemarin juga dari bank syariah," kata dia.

agar bisa mencapai 51% maka Pemprov Jabar juga akan mencantumkan tanah yang telah dibeli untuk BIJB sebagai penyertaan modal.

"Dengan begitu, Pemprov Jabar akan tetap menguasai saham mayoritas namun dengan pola kerja sama pengelolaan bersama AP II atau beberapa pihak lain," kata Deddy.

Saat ini, AP II masih bekerja sama secara operasional. Tapi, bisa menjadi mitra jika AP II memutuskan melakukan penyertaan modal.

Menko Kemaritiman Luhut Pandjaitan optimistis, Pemprov Jawa Barat dan AP II bisa menguasai saham mayoritas di BIJB. Dia mengatakan tim teknis akan bekerja cepat untuk menentukan struktur pendanaan pastinya.

"Biar itu (BIJB) selesai kuartal pertama tahun depan, 2018 itu harus operasi. Karena dengan joint venture berdua (Pemprov Jabar dan AP II) maka Bandar Udara Kertajati akan dapat liaison," kata Luhut.

Menteri Perhubungan Budi Karya menuturkan BIJB bisa menjadi percontohan kerjasama proyek bandara antara Pemda dengan Pemerintah Pusat. Dengan model ini, Budi berharap pemda-pemda lain bisa lebih proaktif melakukan sharing equity dan kegiatan.

"Kertajati ini satu contoh model, di mana antara pusat dan daerah bekerja sama membangun bandara di daerah. Dan Pemda proaktif dalam hal pendanaan maupun accelerate project-project. Banyak bandara-bandara yang lain terutama bandara yang besar itu dananya APBN semuanya," kata Budi.

[010817.EN.SEA] Japan's Big Three Liners Bullish With Surge in Q1 Revenue

JAPAN's Big Three carriers - NYK, MOL and "K" Line - all posted improved results in their financial first quarter ending June 30 ahead of their integration into the Ocean Network Express (ONE) next April.

NYK, the biggest of the trio, and with a 38 per cent stake in the ONE alliance, saw its liner trade revenue leap 21.3 per cent on the same period of 2016 to JPY171.5 billion (US$1.54 billion) resulting in a 14.5 per cent swing back into the black of JPY5.7 billion.

MOL, which like "K" Line will have 31 per cent of ONE, also saw its turnover surge, by 22.4 per cent on the same quarter of the previous year, to JPY180.2 billion, but it was still unable to convert this into profit, albeit the loss of JPY6.2 billion improved on the JPY11.6 billion deficit previously.

Meanwhile, the turnover for "K" Line's container business jumped 20.4 per cent in the quarter, compared with the previous year, to JPY147billion propelling the carrier back into the black, with a profit of JPY6.1 billion for the quarter, against a loss of JPY12.3billion suffered the year before.

NYK said: "Conditions in the container shipping market improved owing to brisk shipping traffic and steady spot rates along the European shipping routes."

It added that other routes had "also mostly recovered", which it said included tradelanes in Central and South America, but a tonnage increase on the transpacific routes "was delaying a recovery in the market".

NYK said: "The group worked to limit fleet and operating costs by continuing efforts taken in the previous fiscal year to boost cargo-loading efficiency, switch to new highly fuel-efficient vessels with capacity for 14,000 TEU, and optimise vessel assignment and economic performance. By implementing measures for cutting freight costs, particularly the efficient operation of container ships, the group improved profitability and its resistance to market fluctuations."

MOL said it carried "record high volumes" from Asia to the US during the period, while Asia to Europe volumes were "steady" with backhaul liftings at increased levels.

"The spot freight market proceeded at a significantly improved level compared with the same period of the previous year."

It added that annual contract rates "showed an overall rise upon renewal" and this combination, along with its continued cost-cutting measures, enabled MOL to reduce its loss in the sector.

"K" Line said its liner business had seen "solid cargo movements" on east- west and intra-Asia services, handling 6 per cent more containers between Asia and North America, 9 per cent more on Asia-Europe and an impressive 17 per cent more on intra-Asia.

This however had to be tempered against a 5 per cent decrease in volume on "K" Line's north-south routes, primarily due to the termination of its South America east coast services.

These much improved sector results in the second quarter of the year, when the majority of new higher rated contracts began to be recorded in voyage results, is further evidence of a return to profit in the liner industry, the UK's Loadstar reported.

PALEMBANG. Alat berat atau "crane" pemasanga dan pembangunan "Light Rail Transif" (jalur kereta api ringan) di kawasan Jakabaring Palembang jatuh Selasa (1/8) dini hari.

Belum diktehaui secara pasti dan penyebab terjadinya musibah tersebut karena saat ini Dinas Perhubungan dan petugas terkait lainnya masih melakukan pendataan.

Kabid Perkeretaan dan Pengembangan Dinas Perhubungan Sumsel Afrian Joni  membenarkan bahwa adanya kejadian tersebut.

Pihaknya sekarang ini terus mendata dan mengumpulkan informasi terkait kejadian tersebut, kata dia.

"Nanti kita akan berikan keterangan kepada wartawan apa penyebab terjadinya musibah tersebut," kata dia.

Yang jelas, katanya, pihaknya sudah turun ke lokasi untuk melihat tiang crane yang jatuh tersebut.

Ketika ditanya mengenai korban atas kejadian tersebut, dia mengatakan pihaknya belum bisa memberikan informasi lengkap karena nanti akan disampaikan kepada dinas.

Berdasarkan data subuh dini hari terjadi "crane" jatuh yang mengakibatkan menimpa satu rumah penduduk di sekitar pembangunan jalur kereta api ringan tersebut.

Sekarang ini petugas masih sibuk mengamankan lokasi alat berat yang jatuh tersebut.

Sebagaimana jalur kereta api ringan dari Bandara Internasional Sultan Mahmud Badaruddin II Palembang menuju kawasan olahraga Jakabaring sekarang sedang tahap penyelesaian untuk persiapan Asian Games 2018.
