US HOMELAND Security Secretary Janet Napolitano admitted defeat in the face of 100 per cent cargo screening of shipping cargo following trials on import freight at five US ports, but blamed it all on lack of technological advances and logistical problems of intermodal containers.
The crippling cost of the programme initiated following 9/11 runs to around US$168 billion for the 10 million plus TEU coming in annually from the 21,000 shipping routes into the US, according to Ms Napolitano.
The complexity and sheer overwhelming scale of stopping every consignment which ultimately impacts overseas governments export traffic is to add an additional cost of $8 million average per entry route, specifically cited by Homelands at an amount per container of $16,800 annually.
In a report from the UK's Handy Shipping Guide, the missing of July 2012 deadline of every freight inspected is, and will continue to be an untenable goal, and only ever seen by the shipping community as a "politician's term".
