[310317.EN.BIZ] MOL Now Has World's Biggest Box Ship - The 20,170-TEU MOL Triumph

JUST when experts say containerships are as big as they will get, Japan's Mitsui OSK Lines takes delivery of the 20,170-TEU MOL Triumph, the world's biggest box ship for now.

"The MOL Group is honoured to unveil the largest containership in the world," said MOL president Junichiro Ikeda, adding that the company will take delivery of another 20,000-TEUer in May.

"The vessel is equipped with technologies to provide more efficient fuel consumption," he said.

The MOL Triumph was delivered from Samsung Heavy Industries, MOL's newest vessel, the first of a fleet of six 20,000 TEU ships for the company.

At 400 metres long and 58.8 metre wide, MOL Triumph the ship is also the biggest in THE Alliance fleet, and bound for Asia-Europe service in the FE2 loop.

The MOL Triumph will sail on her maiden voyage from Xingang in April and rotate through Dalian, Qingdao, Shanghai, Ningbo, Hong Kong, Shenzhen-Yantian and Singapore.

She will then transit through the Suez Canal to Tangier, Southampton, Hamburg, Rotterdam and Le Havre. She will then call at Tangier and Jebel Ali on the way back, said MOL.

The hull is coated with low friction underwater paint, high efficiency propeller and rudder, Savor Stator as a stream fin on the hull body, and an optimised fine hull form which together can further reduce fuel consumption and CO2 emissions per container moved by about 25-30 per cent when compared to 14,000 TEU-class containerships.

MOL will take the delivery of the second 20,000 TEU-class vessel in May. Eventually there will be six of the 20,000- TEU ship to be phased on the existing trade routes of MOL.

[300317.EN.BIZ] South African Students Protest Being Schooled in Shipping Containers

STUDENTS from Philippi High School in Western Cape, South Africa, have protested outside the provincial legislature, demanding properly built schools instead of shipping containers as they are too hot in summer and too cold in the winter.

"We have been going to the department for a long time. It has been 10 years now, so it shows that they don't take us seriously," said high school senior "China" Klaas.

They went to the department of education's office in Mitchell's Plain earlier in March to object, but nothing changed. GroundUp reported on March 6 that 150 pupils participated in the march until police confronted them and told them it was illegal, Cape Town's News24Wire reported.

Mr Klaas said students tried to block the highway to draw attention to how desperate they were for proper classrooms. Police stopped them and some were arrested for alleged public violence.
Mr Klaas said there were 735 pupils in grades 10, 11, and 12, and they were upset that some of their teachers were told their contracts would not be renewed. Other grievances include filthy toilets without doors, and their computers being stolen. The pupils also wanted the headmaster and caretaker to be removed.

[290317.EN.BIZ] CIMC Profit Plunges 73pc to US$78.5 Million As Sales Slide 13pc

THE world's biggest container maker Shenzhen's China International Marine Containers (CIMC) saw 2016 net profit plunge 73 per cent to CNY540 million (US$78.5 million), drawn on revenues of CNY51.1 billion, down 13 per cent.

CIMC's other businesses such as the energy, chemical and liquid food equipment business remained stable, but was also hit by impairments for the termination of the acquisition of Sinopacific Offshore & Engineering (SOE).

The key container business was also hard hit. CIMC recorded a sharp decline in orders in a weak market and revenue and net profit substantially decreased.

Total sales of ordinary dry containers fell 48 per cent to 587,300 TEU from 1.12 million TEU in 2015 while reefer container sales fell 56 per cent to 79,700 TEU.

This resulted in the container business revenue falling 48 per cent to CNY11.07 billion and net profit sliding 64 per cent to CNY363 million year on year.

CIMC however noted that "the container business develops its own demands and cyclical effect", saying that after prolonged flat demand and tightened container liquidity resulting from the Hanjin bankruptcy, container demand saw greater improvement from the fourth quarter of last year.

Going forward, CIMC said "globalisation may encounter ups and downs but the trend will remain unchanged, it is predicted that the demand of containers in 2017 will improve as compared with that of 2016".

[280317.EN.BIZ] China Shipping Ports Profit falls 43pc to US$247 Million, Sales up 1.1pc

COSCO Shipping Ports (CSP), Cosco group's terminal operator, suffered a 43 per cent year on year 2016 net profit decline to US$247 million, drawn revenues of $556.4 million, up 1.1 per cent.

In a stock market filing, CSP blamed "the sluggish growth in the global economy and ports industry, as well as the decrease in China’s foreign trade" for its substandard performance.

It admitted that gross profit margin decreased by 0.4 percentage points to 35.8 per cent from 36.2 per cent in 2015 due to the increase in cost of sales. Profit from the terminals business fell 15 per cent to $242.9 million, due to the provision for impairment loss recognised for Qinhuangdao Port of $19.8 million, CSP said. It noted that excluding the provisions profit from the terminals business only fell eight per cent to $262.7 million.

For 2016, total throughput of the group’s container terminals rose 5.1 per cent to 95.1 million TEU.

Total equity throughput of the group’s container terminals increased by five per cent year on year to 29.5 million TEU.

Of this, 10 million TEU was were handled by CSP's subsidiaries, accounting for 34 per cent, while 19.4 million TEU was handled by its non-subsidiaries, accounting for 66 per cent.

Going forward, CSP said: "Effective implementation of our strategies will improve the quality of its terminal assets and management, which will support sustainable business development and improve overall profitability of the company".

The group will strives to meet its five-year goals of 50 per cent growth in total assets, 60 per cent growth on equity throughput and to double its net profit from continuing operations by 2021, CSP said.

[270317.EN.BIZ] Lenders Said to Seek Better Financing in Hapag-Lloyd-UASC Merger Deal

DELAYING in the Hapag-Lloyd takeover of the United Arab Shipping Company (USSC) until May 31 may yet derail the deal, reports London's Loadstar.

"If the conditions are not satisfied or waived by the long-stop date, the agreement terminates automatically," said a lawyer source familiar with the deal.

Also the German shipping giant will table its 2016 financial results today, Friday, March 24, and will hold an investors' conference call. The carrier posted a net loss of US$158 million for the first half of last year, but also made a $9 million third quarter profit.

The delay is because UASC lenders are "seeking additional security" from the company's sovereign backers, namely Qatar Holding, which post-merger will hold 14.3 per cent of Hapag-Lloyd while the Public Investment Fund Saudi Arabia will own 10.1 per cent.

Hapag-Lloyd said the transaction was "not at risk", but admitted to a banking snag.

Hapag-Lloyd said the hold up would not impact the April 1 launch of THE Alliance, but it has forced the two carriers to sign vessel-sharing agreements as an interim measure.

According to Alphaliner, UASC will take an initial slot allocation of 5,990 TEU a week from Hapag-Lloyd across all of its US services covered by the 19 operated within THE Alliance network, but the analyst was unable to ascertain the details of the slot swap allocations made on the Asia-Europe and Asia-Middle East trades.

JAKARTA. Kontribusi pendapatan Non Aeronautika PT Angkasa Pura I (AP I) terus mengalami peningkatan. Sepanjang tahun 2016, pendapatan perusahaan dari bisnis di luar pengelolaan bandara mencapai Rp 2,52 triliun atau meningkat 20,5% dibanding tahun sebelumnya yang hanya tercatat sebesar Rp 2,09 triliun.

Sepanjang tahun 2016, AP I membukukan pendapatan usaha sebesar Rp 6,13 triliun pada 2016 atau meningkat 17% dibandingkan dengan Rp 5,24 triliun pada 2015. Dengan begitu, bisnis non aeronautika tahun lalu berkontribusi 41,1% terhadap pendapatan perusahaan pelat merah tersebut. Sedangkan tahun sebelumnya, bisnis ini baru berkontribusi 39,8%.

Danang Satio Baskoro, Direktut Utama AP I mengatakan pendapatan non aeronautika tersebut didapat dari pendapatan pemakaian telepon, listrik, air, parkir, anjungan dan kartu pas Rp 250,01 miliar, sewa Rp581,3 miliar, pemakaian ruang tunggu Rp 96,72 miliar, dan konsesi Rp1,134 triliun.

"Kemudian dari event dan promosi Rp 27,67 miliar, pergudangan Rp 302,89 miliar, jasa pemeliharaan dan perbaikan Rp 84,47 miliar serta jasa lainnya Rp 48 miliar," ungkap Danang dalam keterangan resminya, Senin (27/3).

Sementara pendapatan aeronautika perusahaan mencapai Rp 3,61 triliun atau hanya tumbuh 14,4% dibanding pendapatan pada tahun 2015 yang tercatat sebesar Rp 3,15 triliun.

Pendapatan aeronautika itu berasal dari jasa pendaratan, penempatan dan penyimpanan pesawat udara senilai Rp 525,53 miliar, jasa penumpang pesawat udara Rp 2,77 triliun atau tumbuh 16,5% dari tahun sebelumnya, pemakaian aviobridge Rp133,82 miliar, pemakaian counter Rp 105,76 miliar dan pemakaian BHS/HBS international Rp 74,65 miliar.

Sejalan dengan pertumbuhan pendapatan usaha tersebut, AP I juga mencetak laba bersih atau laba tahun berjalan yang dapat diatribusikan kepada pemilik entitas induk sebesar Rp1,15 triliun. Ini meningkat 38% dari Rp841,54 miliar pada tahun 2015.

SELLING seats below cost is at the root of Cathay Pacific's staggering losses and 30 per cent layoffs of headquarter staff, according to a Bloomberg commentary by John Ollila.

"Its shares have fallen 27 per cent since CEO Ivan Chu took over in 2014, and the carrier reported a HK$575 million (US$74 million) loss, its first on an annual basis since 2008," said Mr Ollila.

"When it comes to filling up seats on its planes, it's among the best in the business. Of the world's top 15 carriers by revenue, only Air France-KLM and Delta have a better load factor-passenger traffic as a percentage of available seats," he said.

"Thanks to its high costs and plummeting ticket prices from overcapacity in greater China's aviation market, Cathay needs to fill about 124 per cent of its seats to break even.

"You don't need a math PhD to spot the fundamental obstacle to achieving anything above 100 per cent," he said.

"The absence of decisive moves to address this problem in the annual results announcement should be deeply troubling," Mr Ollila said.

JAKARTA. Sepanjang tahun 2016, PT Humpuss Intermoda Transportasi Tbk mampu mencetak pertumbuhan bisnis di saat industri perkapalan dilanda kelesuan. Tahun ini, perusahaan pelayaran ini juga masih optimis bisa tumbuh lebih baik dari tahun lalu sejalan dengan strategi bisnis yang diterapkan.

Perusahaan yang tercatat di Bursa Efek Indonesia (BEI) dengan kode emiten HITS ini menargetkan pendapatan tumbuh 20% pada 2017. Sementara, laba dibidik tumbuh di atas 40%.

HITS optimistis karena memperkirakan bisnis tug boat, angkutan minyak, offshore dan angkutan bahan kimia masih bagus tahun ini.

"Bisnis offshore akan membaik karena harga minyak mulai meningkat dan full capacity dalam tug boat karena harga komoditi membaik. Namun tantangan maih ada karena ekonomi regional belum pulih," kata Theo Lekatompesy, Direktur Utama Humpuss Intermoda, Sabtu (25/3).

Selain dari bisnis tug boat, angkutan bahan kimia dan minyak, pertumbuhan bisnis HITS akan ditopang oleh bisnis pengerukan dan jasa kepelabuhan. Maklum, perusahaan telah melebarkan sayapnya ke bisnis tersebut sejak tahun 2016.

Namun, Theo melihat prospek bisnis angkutan gas /LNG agak lesu karena karena ketidakpastian semakin meningkat dengan adanya intervensi pemerintah lewat regulasi atas harga gas lokal. Ketidakpastian ini ditambah lagi dengan tertundanya proyek-proyek PLN untuk IPP Gas. Selain gas, prospek angkutan curah dan container juga dinilai masih jelek.

Tahun ini, HITS menyiapkan belanja modal atau capital expenditure (capex) sebesar US$ 130 juta untuk melakukan penambahan delapan kapal. Di sektor gas alam cair, perusahaan berencana menambah dua kapal yakni untuk angkutan di proyek FSRU Java I dan FSU Benoa dengan nilai investasi masing-masing diperkirakan US$ 18 juta dan US$ 30 juta.

Dua unit kapal rencananya akan ditambah di sektor angkutan Petrochemical dengan invetasi sekitar US$ 22 juta. Lalu satu unit akan ditambah angkutan offshore Support dengan anggaran US$ 13 juta, satu unit Kapal pengerukan US$ 17 juta dan satu kapal Marine Support senilai US$ 5 juta.

Seperti diketahui, HITS telah berhasil mencetak pertumbuhan kinerja sepanjang tahun 2016 meskipun industri perkapalan dan pelayaran masih dilanda lesu. Perusahaan ini membukukan pendapatan usaha US$ 60,37 juta atau tumbuh 15,8% dari tahun 2015 yang hanya tercatat sebesar US$ 52,09 juta. Sedangkan laba tahun berjalan perusahaan melonjak 64% menjadi US$ 5,38 juta dari US$ 3,28 juta pada tahun sebelumnya.

AMERICAN antitrust investigators from the US Department of Justice (DoJ) have raided the biannual Box Club, Reuters reports.

They served subpoenas on the CEOs of major container lines, taking advantage of a rare window of opportunity for the DoJ to exercise their power over foreign companies, said the Wall Street Journal.

Maersk Line confirmed on that it had been served with a subpoena. "The subpoena does not set out any specific allegations against Maersk Line," said a Maersk Line spokesman, adding that the company will fully cooperate with the authorities in the investigation.

The subpoenas were issued during a meeting of the world's 20 biggest container shipping operators in San Francisco.

The DoJ has regularly voiced concerns about antitrust laws as they relate to vessel-sharing agreements.

And on this occasion antitrust investigators' raid pre-empted the Federal Maritime Commission, the agency tasked with regulating shipping, which indicates DoJ is targeting a "grey area", said the WSJ report.

German container shipping line Hapag-Lloyd also confirmed it was given a subpoena, but could not be reached for comment.

MADIUN. PT Industri Kereta Api (INKA) menargetkan perolehan penjualan mencapai hingga Rp 5 triliun pada tahun 2019, atau meningkat dari perolehan selama 2016 yang mencapai Rp 1,8 triliun.

Direktur Utama PT INKA R. Agus Purnomo merasa optimistis meraih target tersebut seiring dengan pengembangan teknologi yang terus dilakukan pada produknya, baik di pasar dalam negeri maupun ekspor. "Target itu bisa diraih dengan terus bekerja keras di pasar dalam negeri dan ekspor. Market Asia Selatan dan Afrika masih menjadi peluang besar. Belum lagi, jika kita mampu merebut pasar Cina," ujar Agus Purnomo, Kamis (23/3).

Pihaknya berani membidik target tinggi mengingat perolehan penjualan pada tahun 2016 mencapai angka Rp 1,8 triliun. Jumlah tersebut melebihi dari target yang ditetapkan sebesar Rp 1,6 triliun. Bahkan, pada tahun 2017 pihaknya menarget bisa tembus hingga Rp 2,6 triliun.

Untuk mencapai target tersebut, baik pada tahun ini maupun tahun-tahun mendatang, INKA terus meluncurkan berbagai produk baru, seperti kereta bandara dan light rail transit (LRT).

Tidak hanya itu, INKA juga mulai merambah pembuatan alat trasportasi di luar kereta api, seperti bus gandeng dan komponen kecil kereta. Sisi lain, INKA juga menggarap proyek kereta Bandara Soekarno Hatta dan kerja sama dengan PT KAI untuk peremajaan ratusan kereta serta pesanan dari dalam negeri untuk menunjang angkutan Lebaran.

Hal lain, INKA menggarap kembali pasar ekspor berupa kereta pesanan luar negeri seperti Banglades dan Srilanka dengan total nilai kontraknya yang mencapai triliunan rupiah.

Direktur Keuangan dan SDM PT INKA Mohamad Nur Sodiq menambahkan bahwa pemenuhan target tersebut juga didukung oleh kinerja anak perusahaan PT INKA yang diharapkan juga optimal. "Dari jumlah target yang ditentukan tersebut, diharapkan minimal yang 20% disumbang dari INKA Group, dalam artian anak perusahaan dan cucu perusahaannya," katanya.

Seperti diketahui, PT INKA memiliki anak perusahaan PT INKA Multi Solusi (IMS). Sementara itu, PT IMS memiliki tiga anak perusahaan, yakni PT INKA Multi Solusi Service (IMSS), PT INKA Multi Solusi Trading (IMST), dan yang baru didirikan adalah PT INKA Multi Solusi Consulting (IMSC).

Ia berharap masing-masing anak perusahaan dan cucu perusahaan tersebut harus mampu tumbuh dan berkembang untuk mewujudkan INKA Group yang makin maju.

[240317.EN.BIZ] FBI Seeks Documents From Hong Kong's OOCL, Maersk, MSC, Evergreen

THE US Department of Justice (DoJ) has ordered top executives from several container shipping lines to testify in an antitrust investigation, Reuters reports.

A happy Hong Kong Shippers' Council chairman Willy Lin said: "We look forward to hearing their result."

Among those subpoenaed at a San Francisco meeting of the International Council of Containership Operators, known as the Box Club, were Denmark's Maersk Line, Geneva's Mediterranean Shipping Co (MSC), Germany's Hapag-Lloyd, Taiwan's Evergreen and Hong Kong's Orient Overseas Container Line (OOCL).

None offered details on what exactly was being sought by the authorities, although OOCL said its subpoena called for the production of documents.

Said OOCL trades director Stephen Ng: "OOCL has received a subpoena from the Department of Justice Antitrust Division calling for the production of documents. OOCL intends to comply fully with the subpoena."

Said an Evergreen spokesman: "We are cooperating with the authorities in this matter. Evergreen's policy is to conduct business in compliance with applicable competition laws."

Said an FBI spokesman: "We conducted an operation, part of an ongoing investigation and we are unable to release any additional details at this point."

The FBI probe follows ones by other jurisdictions including South Africa and the European Union. These have examined pricing practices by the sector, which is still struggling with its worst slump due to a glut of ships and sluggish global demand.

Last July, EU antitrust regulators accepted an offer from Maersk and 13 competitors to change their pricing practices in order to stave off possible fines.

Last September South African authorities raided some of the world's biggest container lines on suspicion of colluding to inflate rates on shipping routes.

The Hapag-Lloyd spokesman said its planned merger with United Arab Shipping Company would not be affected by the inquiry.

The DoJ has raised concerns over possible anti-competitive behaviour by container shipping lines with the US Federal Maritime Commission (FMC) after they sought approval to form alliances.

The proposed Ocean Alliance involves CMA CGM with APL, China Cosco Shipping, Evergreen and Orient Overseas Container Lines while THE alliance is planned between Hapag Lloyd-UASC, Yang Ming Marine, Mitsui OSK Lines, Kawasaki Kisen Kaisha and NYK Lines.

DoJ acting assistant attorney general Renata Hesse urged the FMC to prohibit or insist on changes to the Ocean Alliance agreement.

"The parties to the proposed agreement are seeking to undertake joint activities that are likely to reduce competition and also may be inconsistent" with the US Shipping Act, she said in her letter published on the DoJ website.

Bisnis.com, JAKARTA —  Asosiasi Logistik dan Forwarder Indonesia (ALFI) mendesak agar pemerintah membenahi tata sistem logistik dalam paket kebijakan ekonomi ke-XV.

Ketua Umum DPP ALFI Yukki Nugrahawan Hanafi menilai ketimpangan perekonomian di Indonesia terjadi akibat ketiadaan dukungan manajemen rantai pasok komoditi di daerah pedesaan dan perkotaan sehingga mengakibatkan harga sejumlah komoditas meroket.

Pemerataan pembangunan ekonomi dalam negeri, lanjutnya, baru dapat terwujud bila pemerintah membenahi sistem logistik nasional, dan melakukan upaya peningkatan kualitas distribusi komoditi perdagangan dengan manajemen rantai pasok.

“Indonesia sebagai negara maritim harus memiliki sistem logistik yang handal untuk mendukung distribusi logistik baik nasional dan regional, serta memperbaiki perangkat sistem logistiknya. Dengan begitu, kita bisa menekan biaya hingga 10%, dan memudahkan akses antar pulau,” ujar Yukki dalam siaran pers, Selasa (21/3/2017).

Saat ini, Yukki mengaku melihat banyak ketimpangan dan ketidakadilan antara produsen di daerah pedesaan dengan pedagang besar di perkotaan. Dia mencontohkan dari sektor pertanian, dimana para petani sebagai produsen produk- produk pertanian justru menerima penghasilan jauh lebih rendah ketimbang pengumpul dan pedagang besar di kota. Akibatnya, kesejahteraan petani di desa tidak meningkat.

“Semuanya itu akibat tidak adanya sistem logistik daerah (sislogda) sektor pertanian, perkebunan dan kehutanan. Begitu juga dengan sektor perikanan. Meskipun sudah dibangun Sistem Logistik Ikan Nasional (SLIN), tapi belum didukung manajemen rantai pasok yang handal sehingga komoditi perikanan tetap relatif mahal,” ungkap Yukki.

Demikian juga dalam pemberdayaan Industri Kecil dan Menengah (IKM) di daerah-daerah pada umumnya tidak menerapkan manajemen rantai pasok yang tepat, sehingga tidak berkembang maksimal.

Dalam pengamatannya, IKM di daerah pada umumnya masih terpusat pada sistem produksi namun tidak terintegrasi dengan aspek pemasaran.

“Di era digital saat ini, proses produksi dan pemasaran produksi komoditi perdagangan sudah menjadi satu kesatuan. Bahkan, di negara- negara maju telah menerapkan Supply Chain Management (SCM) Plus,” imbuhnya.

Lebih lanjut, Yukki mengaku pihaknya telah memberi masukan kepada pemerintah melalui Menteri Koordinator Bidang Perekonomian, Darmin Nasution terkait pembenahan sistem logistik nasional. Bak gayung bersambut, pemerintah berjanji untuk segera meluncurkan Paket Kebijakan Ekonomi XV yang fokus mengenai penyediaan jasa logistik.

“Pokoknya lebih ke penyediaan jasa (logistik). Selasa saya akan bertemu Presiden," ujar Darmin beberapa waktu lalu.

Sementara itu, kebijakan terkait dengan pemerataan ekonomi, Darmin mengaku kementeriannya butuh persiapan, dan kerjasama dengan pelaku usaha. “Kita tidak mungkin melakukan sendiri, butuh peran pelaku usaha,” sambung Darmin.

Hal ini lantas disambut baik oleh Yukki, dirinya berharap pemerintah mampu menerapkan sistem distribusi dan transportasi yang cepat, tepat, dan efisien lewat Paket Ekonomi XV tersebut.

“Diharapkan lewat Paket Ekonomi XV pemerintah dapat menerapkan sistem distribusi dan transportasi yang lebih baik melalui Sistem Logistik Daerah (Sislogda) yang terintegrasi dengan Sistem Logistik Nasional (Sislognas) dengan menerapkan manajemen rantai pasok,” terang Yukki.

Lebih lanjut, Yukki menyebutkan bila manajemen rantai pasok untuk semua komoditas terwujud, maka Indonesia bisa mencapai perekonomian yang berkeadilan dan merata bukan hanya di perkotaan, namun juga di daerah- daerah.

“Dengan menerapkan manajemen rantai pasok yang tepat seharusnya kita juga tidak perlu lagi melakukan impor komoditi pangan seperti beras, cabai, jagung, kedelai, dan lain sebagainya. Sebab seluruh proses produksi, hingga pemasaran ke konsumen seluruhnya telah dipastikan sesuai dengan kebutuhan dan permintaan pasar.”

Chinese containership operator SITC has acquired two 2,474-TEU ships - the Kanaga Island and the Elba Island - from US owner Soundview Maritime for a total of US$12.8 million, according to Braemar ACM Shipbroking.

SITC has been active on the second-hand market lately. It acquired the 2,496-TEU Ulysses in February and two 2,524-TEU containerships Wehr Trave and Wehr Warnow in January.

With the latest acquisitions, the SITC fleet is approaching the 100,000-TEU mark, reported Singapore's Splash 24/7.

Bisnis.com, JAKARTA - Pemerintah nampaknya masih mengkaji kelanjutan proyek kereta cepat Jakarta-Bandung. Meski dibicarakan dalam rapat terbatas, soal transportasi cepat ini tidak dibicarakan secara rinci.

Seperti diketahui, Selasa (22/3/2017), pemerintah mengevaluasi dan memetakan sejumlah masalah soal realisasi proyek strategis nasional.

Menurut Menteri Koordinator Bidang Perekonomian Darmin Nasution, dalam rapat terbatas tersebut, pemerintah membicarakan satu persatu proyek secara lebih terperinci.

" Nah, kami rapat terbatas itu untuk membicarakan satu per satu secara lebih mendalam terkait bagaimana perkembangannya, apa masalahnya," ucap Darmin Selasa (22/3/2017) malam.

Darmin menyebutkan bahwa soal kereta cepat Jakarta - Bandung juga menjadi pembahasan. Namun, ihwal kereta cepat ini tidak menjadi bahasan spesifik.

"Kereta cepat mungkin nanti cek ke Jawa Barat tapi ini bukan bahas satu per satu proyek strategis, misalnya tadi Sumatra Selatan, ada berapa proyek strategis nasional-nya, ada 12, nah itu kami bahas satu per satu dan itu masuk sampai ke dalam," imbuhnya.

Adapun masalah-masalah tersebut bisa terkait dengan teknis realisasi proyek. Salah satu yang kerap dihadapai adalah persoalan lahan.

Eks-Dirjen Pajak tersebut juga enggan memaparkan secara detail, pasalnya proyek-proyek tersebut tidak bisa dijelaskan satu per satu kepada publik.

Jadi, akan seperti apa kelanjutan proyek kereta cepat Jakarta-Bandung? Kita tunggu saja.

THE Alliance's all-water EC2 container shipping service will from May call at the port of Wilmington, North Carolina, sailing on a weekly frequency from China and Korea through the Panama Canal to the US east coast operated by vessels of 8,500 TEU.

Port authorities expect the EC2 will draw in more agricultural exports through the port's cold storage (PWCS) facility, especially shipments of pork and poultry, reported American Shipper.

The port authority is investing US$120 million in its infrastructure over the next few years to purchase new cranes, expand the turning basin and container yard, and make various berth improvements.


In addition to the EC2, the port's efforts have also resulted in the 2M Alliance adding a call to the port with the TA2/NEUATL2 loop.

JAKARTA. Asian Development Bank (ADB) menghitung tingkat investasi infrastruktur di Indonesia masih rendah, hanya 2,6% dari produk domestik bruto (PDB). Akibatnya kekurangan atau gap dana pembangunan infrastruktur Indonesia terus melebar.

Deputy Chief Economist ADB Juzhong Zhuang bilang, hasil studi ADB menunjukkan kebutuhan dana pembangunan infrastruktur Indonesia selama 2016-2020 mencapai US$ 74 miliar. Angka itu memperhitungkan biaya mitigasi dan adaptasi perubahan iklim.

Nilai itu lebih tinggi dari estimasi di 2015 yang sebesar US$ 23 miliar. Artinya, kekurangan atau gap pembiayaan infrastruktur Indonesia sebesar US$ 51 miliar atau 5,1% dari PDB. Gap akan lebih kecil jika tidak memasukkan biaya mitigasi dan adaptasi perubahan iklim yang diperkirakan sebesar US$ 4 miliar.

Tanpa memasukkan mitigasi perubahan iklim, ADB menghitung kekurangan dana pembangunan infrastruktur Indonesia mencapai US$ 47 miliar selama 2016-2020. "Untuk Indonesia estimasi tanpa mitigasi perubahan iklim sebesar US$ 70 miliar," kata Zhuang, Selasa (21/3).

Wakil Presiden ADB untuk Urusan Pengelolaan Pengetahuan dan Pembangunan Berkelanjutan Bambang Susantono bilng, ADB memberikan komitmen pembiayaan infrastruktur ke Indonesia sebesar US$ 10 miliar, selama lima tahun ke depan.

Artinya utang yang diberikan ADB ke Pemerintah Indonesia sebesar US$ 2 miliar atau Rp 26,6 triliun setiap tahun. Namun dengan kebutuhan pembiayaan infrastruktur yang besar, Bambang bilang, perlu adanya investasi swasta. Harus ada private sector. Kalau kita taruh US$ 1, mungkin ada Bill Gates Foundation masuk US$ 10," ujarnya.

Direktur ADB Edimon Ginting bilang, fungsi ADB tidak hanya pembiayaan ke pemerintah, tetapi juga mendorong sektor swasta. Oleh karena itu, ADB akan menaikkan pinjaman ke private sector di Indonesia. Mungkin pinjaman sekitar US$ 400 juta- US$ 600 juta, tapi skema co-financing bisa lebih besar," katanya.

Untuk menarik investasi swasta di infrastruktur, Bambang berharap adanya reformasi regulasi dan kelembagaan. Juga perlu undang-undang (UU) yang mengatur Kerjasama Pemerintah dan Swasta (KPS). Pemerintah juga perlu merampingkan proses pengadaan, mekanisme penyelesaian sengketa, dan mendirikan unit independen KPS. Pendalaman pasar modal juga perlu guna menyalurkan tabungan menjadi investasi infrastruktur, katanya.

DP WORLD's global portfolio of marine terminals net profit increased 6.2 per cent in 2016 to a record US$1.12 billion, drawn on revenues of $4.16 billion, up 1.3 per cent.

The full year contribution of Jebel Ali Free Zone in UAE and Canada's Fairview Terminal in Prince Rupert, British Columbia, also supported the revenue growth, reported Bahrain's TradeArabia.

The Dubai-based global port operator reported volume growth of 0.4 per cent, with total containerised revenue up three per cent year on year.

The group raised $1.2 billion in a new seven-year sukuk transaction at significantly improved terms, refinancing $1.1 billion of the existing 2017 sukuk (Muslim bond approved under Sharia Law) through a tender offer and extending the debt maturity profile.

By the end of 2016, its total capacity worldwide stood at 85 million TEU, an increase of 15 million TEU since 2012. The group expects 100 million TEU of gross capacity by 2020, subject to market demand.

"We expect capital expenditure in 2017 to be $1.2 billion with investment planned into Jebel Ali, Prince Rupert, Berbera (Somaliland), Dakar (Senegal) and London Gateway," the company said.

Said CEO Sultan Ahmed Bin Sulayem: "Our volumes have continued to grow ahead of the market with gross volumes growing 3.2 per cent versus Drewry full year market estimate of 1.3 per cent. This is pleasing given the significant challenges parts of our portfolio have faced, and once again demonstrates the resilient nature of our diversified portfolio.

"Disciplined investment throughout the economic cycle has been one of the keys to delivering consistent growth, and in 2016 we invested $1.29 million across our portfolio in markets with strong demand and supply dynamics," he said.

"We have made an encouraging start to the year and we expect to continue to deliver ahead-of-market volume growth. Our aim is to continue our disciplined approach to capital allocation in markets with strong growth potential while adding complementary or related services to further diversify and strengthen our business," he said.

JAKARTA. Menteri Perhubungan Budi Karya Sumadi datang ke Mabes Polri untuk melakukan sosialisasi revisi PM 32 Tahun 2016 tentang Penyelenggaraan Angkutan Orang Dengan Kendaraan Bermotor Umum Tidak Dalam Trayek yang akan berlaku pada 1 April 2017 kepada 6 (enam) Pemerintah Daerah yaitu, DKI Jakarta, Jawa Barat, Jawa Tengah, Jawa Timur, Bali, dan Sulawesi Selatan, melalui video conference, Selasa (21/3).

Dalam kegiatan tersebut, hadir Kapolri bertindak selaku tuan rumah, Menteri Perhubungan, Menkominfo, Dirjen Perhubungan Darat, Kepala BPTJ, beberapa perwakilan dari DPP Organda, serta perwakilan perusahaan penyedia jasa aplikasi online (Grab, Uber dan Gojek).

Budi mengatakan ada dua esensi mengapa PM 32 itu penting untuk segera diberlakukan. Pertama, untuk memberikan kepastian hukum bagi angkutan berbasis transportasi online yang beroperasi di Indonesia. Kedua, memberikan kesempatan kepada angkutan konvensional untuk bisa berkompetisi secara sehat.

"PM 32 akan tetap kami berlakukan mulai 1 April 2017. Para kepala daerah sudah mendukung langkah Kemenhub. Terkait masih adanya perbedaan pendapat mengenai poin-poin tertentu, kami akan terus lakukan pembahasan," jelas Budi dalam keterangan resminya, Selasa (21/3).

Pada saat revisi PM 32 diterapkan pada 1 April 2017, Kemenhub akan memberikan toleransi waktu terkait berapa poin revisi yang baru seperti misalnya terkait, uji KIR, SIM, kuota, dan penetapan tarif batas bawah dan atas, sambil peraturan tersebut diterapkan. Budi meminta pemerintah daerah dan kepolisian tidak melakukan penindakan secara represif, melainkan dengan cara-cara persuasif.

Sementara, Menkominfo Rudiantara mengatakan mendukung langkah Kemenhub yang telah mengeluarkan PM 32 Tahun 2016. Menurutnya, aturan tersebut membuat angkutan berbasis aplikasi online diperbolehkan beroperasi di Indonesia.

“Teknologi digital merupakan sebuah keniscayaan. Tidak bisa tidak, harus kita hadapi. PM 32 telah mengatur angkutan berbasis teknologi online tersebut. Ini suatu kemajuan bagi Indonesia,”ungkapnya.

Kementerian Kominikasi dan Informasi akan melakukan penataan dan pengaturan terhadap para penyedia aplikasi. Menurut Rudi, para penyedia aplikasi tersebut harus tunduk pada Undang-Undang Informasi dan Transaksi Elektronik (ITE).

Sedangkan Kapolri Tito Karnavian mengatakan bahwa pihaknya telah meminta para Kapolda untuk bersama Pemerintah Daerah melakukan tindakan proaktif dan mencegah konflik antara taksi konvensional dan taksi online yang berdampak pada gangguan keamanan dan ketertiban masyarakat (Kamtibmas).

Lebih lanjut, Budi dalam video conference tersebut mengapresiasi Polri dan para Kepala Daerah yang telah mendukung Kemenhub dalam upaya menjalankan atau mensosialisasikan PM 32 Tahun 2016. Menurutnya, langkah yang dilakukan Pemerintah Daerah dan Kepolisian di Jawa Timur dapat dijadikan contoh daerah lainnya yang secara proaktif mengundang seluruh stakeholder baik angkutan konvensional maupun online untuk duduk bersama sehingga tidak terjadi konflik horizontal.

Saat ini yang masih dipermasalahkan dari revisi PM 32 tersebut adalah mengenai penetapan tarif batas atas dan bawah. Kemenhub pada dasarnya akan menyerahkan penetapan tarif dan kuota kepada pemerintah daerah.

"Tetapi beberapa daerah minta juga peran dari pusat. Untuk itu, kita putuskan usulan tarif dari daerah, nanti di Pusat ada namanya forum konsultasi. Sehingga kata akhirnya, tarif dan kuota ditetapkan oleh Pusat berdasarkan usulan dari daerah,” kata Budi.

CHINA-BASED global terminal port operator Cosco Shipping Ports (CSP) reported a 5.6 per cent increase in overall throughput for February but saw drops in its key Bohai Rim and Yangtze River Delta regions.

CSP said in a statement that February overall throughput across all its ports rose to 6.94 million TEU from 6.57 million TEU in the previous corresponding period, Seatrade Maritime News of Colchester, UK, reported.

The China-focused port operator said throughput at the Bohai Rim ports fell 1.6 per cent to 2.22 million TEU from 2.25 million TEU previously, while at the Yangtze River Delta region volumes fell 3.6 per cent to 1.36 million TEU from 1.41 million TEU previously.

CSP's Pearl River Delta ports however saw a welcome recovery, with throughput rising 4.5 per cent to 1.61 million TEU from 1.54 million TEU previously, with the Hong Kong terminals in particular doing well to recover from a very low base in the previous corresponding period. Worryingly however, CSP's Yantian International Container Terminals, which had been a stalwart performer in that cluster, saw volumes plunge 16 per cent to 649,400 TEU.

The newer ports on the Southeast Coast and Southwest Coast continued on their steady growth trend, rising 16 per cent and 11 per cent to 321,100 TEU and 70,200 TEU respectively. And CSP's overseas ports also continued to do well, with throughput rising 33 per cent to 1.36 million TEU from 1.03 million TEU previously.

JAKARTA. PT Semen Indonesia (Persero) Tbk mengundur rencana mengoperasikan secara komersial pabriknya yang berlokasi di Rembang, Jawa Tengah. Pengoperasian yang semula dijadwalkan April akan ditunda beberapa bulan setelahnya.

Agung Wiharto, Sekretaris Perusahaan PT Semen Indonesia (Persero) Tbk mengatakan, saat ini PT Semen sedang melakukan uji coba produksi 2.000 ton. Sejatinya produksi sudah dilakukan sejak Desember 2016 namun memang belum produksi untuk komersial.

“Entah Mei atau Juni akan dioperasikan secara komersial. Kami tidak tergesa-gesa,” ujar Agung, Minggu (19/3). Meski saat ini aksi demo petani Rembang terus berlangsung, namun, hal tersebut tidak menghalangi perusahaan untuk mengoperasikan pabriknya.

Sekadar informasi, pabrik Semen di Rembang, Jawa Tengah yang sempat kena semprit Mahkamah Agung (MA). Sebab, proyek pabrik ini masih harus memperbaiki analisis dampak lingkungan (Amdal).

Menurut Agung, selama ini perusahaan sudah sering melakukan mediasi dengan masyarakat. Anggaran corporate social responsibility (CSR) tahun 2016 misalnya sebesar Rp 25 miliar. CSR tersebut meliputi bidang pendidikan, kesehatan, dan infrastruktur.

Perusahaan menawarkan solusi pengadaan air untuk masyarakat dengan menggunakan block mining system dan zero run off dengan membentengi daerah batu kapur yang panjangnya 10 meter sampai 50 meter. Dengan begitu air tidak akan lari keluar dan air tertampung ke dalam tidak mengalir keluar. Selain itu perusahaan membatasi diri dengan hanya menggali sekitar 10 hektare per tahun.

Mengenai rencana perusahaan untuk mengakuisisi pabrik penggilingan (grinding) semen di Bangladesh, Agung mengatakan hal tersebut masih belum sampai titik final.

“Kami melihat Bangladesh salah satu pasar yang baik. Potensinya besar karena di sana tidak ada pabrik semen, hanya ada grinding plan. Mereka tidak punya pabrik semen karena tidak ada tambang batu kapur,” kata Agung.

Agung mengatakan, selama ini Semen Indonesia mengekspor semen setengah jadi atau semen jadi ke Bangladesh sekitar 200.000 ton per tahun. Angkanya cukup besar mengingat total ekspor Semen Indonesia sendiri sekitar 500.000 ton per tahun.

THE air freight industry is being urged to adopt modern processes and deliver high quality service, particularly for the e-commerce and pharmaceutical sectors.

Speaking at the World Cargo Symposium in Abu Dhabi, the International Air Transport Association's (IATA) director general Alexandre de Juniac told delegates: "Complicated and convoluted paper-based processes that are basically unchanged from the 16th century are still being used in air cargo today.

"Our customers pay a premium to ship by air and they rightly expect modern processes and high quality services."

Mr De Juniac highlighted that the industry has been pursuing e-freight for over a decade, especially the adoption of the e-air waybill. Global penetration of the e-airway bill stands at nearly 50 per cent and the industry is targeting 62 per cent by the end of the year on enabled trade lanes, reported London's Air Cargo News.

In the rapidly expanding areas of e-commerce and time- and temperature-sensitive cargo such as pharmaceuticals, Mr De Juniac said: "Shippers today want responsive services based on intelligent systems able to self-monitor, send real-time alerts and respond to deviation. Technologically speaking, this is totally possible.

"The key to this and other innovations is using data efficiently and effectively. Finding solutions to unfulfilled (or even unrealised) expectations creates value for customers. And that propels a business forward," he said.

The Cargo iQ and the StB Cargo initiatives are helping to boosting quality standards and to support data-driven innovations to add value to the customer experience, Mr De Juniac added.

Partnerships are also critical in driving industry transformation, he continued. "Driving change - whether it is to modernise processes or unlock value through innovation - is challenging for a business where global standards are so vital. Air cargo is highly regulated, so governments must be on board with change. We are a complex value chain, so building industry consensus is critical," he said.

The IATA head also noted the need to address safety concerns over the shipment of lithium batteries. While industry and government have worked together to put in place regulations so that they can be shipped safely: "The problem is that the regulations are not being enforced. We still see too many examples of abuse including mislabelling of batteries.

"We ask governments to step up enforcement and take a tougher stance against rogue shippers... to impose significant fines and custodial sentences on those violating the regulations," Mr de Juniac added.

JAKARTA. Pelabuhan Sampit akan dikembangkan tahun ini lantaran jumlah penumpang di pelabuhan tersebut terus meningkat. PT Pelindo III akan membangun terminal penumpang baru di pelabuhan yang terletak di Kalimantan Tengah tersebut.

Menteri Perhubungan Budi Karya Sumadi mengatakan terminal penumpang yang akan dibangun berkapasitas 1 juta penumpang. Pembangunannya akan dilakukan setelah Lebaran tahun ini.

"Ditargetkan tidak sampai satu tahun terminal sudah beroperasi dan biaya dari Pelindo," kata Budi dalam keterangan resminya, Sabtu (18/3).

Budi optimis dengan adanya pembangunan terminal baru di pelabuhan Sampit maka perekonomian masyarakat Sampit pun akan meningkat. Menurut Budi, terminal tersebut akan dikembangkan dengan arsitektur yang bagus dan disesuaikan dengan budaya Sampit.

"Kalau terminal penumpangnya bagus, turis-turis akan datang ke sini dan ekonomi Sampit akan meningkat," kata Budi.

Hal tersebut disampaikan Budi saat melakukan kunjungan kerja ke Pelabuhan Kumai dan Sampit pada Sabtu (18/3) untuk memastikan kesiapan pelabuhan untuk kesiapan angkutan lebaran.

Rrencananya akan dibangun dua dermaga di pelabuhan Sampit dengan kapasitas minimal dua kapal dapat sandar. Budi menegaskan kepada pihak KSOP untuk disiplin bekerja, agar tidak terjadi kejadian yang sama seperti di Samarinda.

“Yang akan ditambahkan di pelabuhan ini adalah dermaga, akan kita sambung ke sana, minimal dua kapal bisa sandar. Selain keselamatan, yang harus diperhatikan adalah good governance," kata Budi.

Dia juga mengatakan, jumlah penumpang di Pelabuhan Kumai meningkat dari sekitar 30 ribuan menjadi 60 ribuan. Untuk itu, dia mengimbau agar PKSOP harus utamakan keselamatan.

The London-based shipping research and consulting firm, Drewry, has concluded from examining the correlation between carrier terminal ownership and the choice of port calls by shipping alliances that the choice of port call is often not in line with carrier terminal ownership interests.

"Our analysis shows that even when a shipping line has a significant stake in a terminal, this doesn't necessarily mean that the port is selected for the network schedule," said Drewry's senior analyst for ports and terminals, Neil Davidson. "The picture is very varied: in some cases, the correlation is tight, in others there is no obvious logic at all."

Drewry said it looked at both gateway markets in the Benelux countries, the Southwest Pacific, Southwest and South China/Hong Kong, as well as at transshipment hubs in Southeast Asia, the Mediterranean, the Middle East and Central America/Caribbean, reported American Shipper.

"For gateway ports, you can see that carriers have to bear in mind the port preferences of shippers, for example, so the choice of port is influenced by other factors," Mr Davidson said. "But what was particularly surprising was that for the choice of transshipment hub, which is entirely within the control of a carrier, the correlation was also weak in a number of cases."

As an example, Drewry pointed to ports in Benelux, where it said in its Ports and Terminals Insight report, "The port choices made by the Ocean and THE Alliances correlate very closely to the member lines' terminal interests, but for the 2M, the opposite is true."

"What this analysis shows is that individual lines are not entirely in control of their own destinies when it comes to port choices, as partner lines in their alliances may have conflicting port choice preferences and particular idiosyncrasies," Mr Davidson said.

"Moreover, even if alliance partners have corresponding port preferences, there is still potential for conflict at the terminal level if more than one line in an alliance has interests in different terminals in the same port, as is the case with the Ocean Alliance in Rotterdam for example.
