NEW US trucking regulations,
restricting hours on the road, enforced by spy-in-the-cab technology, have
prompted German shipping giant Hapag-Lloyd to warn shippers of
delays and inconvenience in delivery.
Domestic and cross-border trucking faces problems that
have a dramatic impact on truck trucking in Canada where US law does not apply
except when Canadian trucks cross the US border.
This situation makes makes them less
able or unable to operate in the US. Problems include regulations including Electronic
Log Devices (ELDs) in the US, resulting in congestion, fewer and more
costly truck drivers as more drivers must be hired to make the deliveries fewer
made before.
This is exacerbated by high service
demand for moving hazardous materials, refrigeration and fulfilling the needs
of other special cargo, as well as time limits at US and Canadian rail ramps.
All this makes on-time door-to-door
deliveries increasingly difficult, increase the risk of demurrage, detention,
storage and dry run charges.
Hapag-Lloyd advises shippers to take
advantage of clearing customs at the port of discharge by railing in bond,
accepting cargo upon arrival at destination rail ramp and establishing 24/7 receiving times.
To try to alleviate the situation,
Hapag-Lloyd is making schedule improvements to avoid bunching of vessel
arrivals, improving schedule data flow and sending container volume pre-advice
to truckers in advance of arrivals.
