[260114.EN.SEA] TIACA Urges More Testing of Global Standards For Air Cargo Screening

THE International Air Cargo Association (TIACA) is calling for "further testing" and common global standards of advance data for air cargo security screening procedures to avoid disruption in the flow of world trade.

In an address to air cargo security experts, TIACA secretary-general Doug Brittin cautioned customs regulators against taking unilateral action in requiring information for all air cargo in advance of loading.

"We recommend that all regulatory parties coordinate this process through the WCO and that they consult more closely with industry before they move forward on establishing regulations," he said in a statement.

A similar process should be followed to establish common procedures for member states' security regulators to ensure common cargo screening methods are in place after the analysis process is completed, he added.

While country-specific advance data programmes have been tested by customs regulators - including ACAS in the United States, PRECISE in Europe and PACT in Canada - and some results shared through the WCO and other venues, gaps in global standards remain.

Said Mr Brittin: "The air cargo industry fully supports the concept of advance data risk analysis, stating that many positive lessons had been learned in relation to the creation of data sets, data transmission, data analysis and the message 'return' process."

He highlighted a series of challenges that must still be overcome which include the lack of compatibility between many carrier and forwarder IT systems, inaccurate or incomplete information, wide variations in the timing of data availability, and limited testing of forwarder capabilities, especially outside of the US.

Diverse regulatory needs of customs and security regulators, ranging from information acceptance, analysis and messaging to action and physical screening continues to be a big challenge to the industry, said TIACA. While compliance is the responsibility of both customs and security regulators both have different needs that often involve separate functions within industry management structures, the Association says.

Mr Brittin told the WCO conference that the air cargo industry still has a number of concerns about advance data analysis, notably systems and standards are not yet established, operational testing is not yet sufficient in terms of getting messages to the freight dock in time, and airline and forwarder responsibilities and roles are not fully defined.

"Real rule sets are not yet tested and it is essential to determine cost, effort and capability. Actual screening protocols lack common practices, even within some of the mutual recognition practices such as the US/EU, Canada, Japan and others," he said.

Further questions surround issues such as how e-AWB and e-CSD (trusted shipper) messaging procedures could link to a regulator data scheme. Will customs regimes impose penalties on advance filings and, if so, against whom?

Without common customs and security regulatory processes, cargo transiting or transferring at a gateway may be required to be located, off-loaded and screened - and the shipment may be only one piece in a ULD container.

Carriers may be required to submit the same or similar data to multiple customs regimes, based on routing. We also face a situation where different screening procedures, varying by country, will continue for targeted, higher risk shipments," he added.

He noted concern over smaller and medium sized forwarders potentially being left out in the process.

TIACA wants customs and security regulators to work collaboratively with industry to ensure data elements, analysis and messaging procedures, screening and response protocols are all standardised.

The association recommends regulators continue to utilise the current testing approach and procedures until global standards are established.

[260114.ID.BIZ] Tarif Listrik 4 Golongan Nonsubsidi Naik Tiap Bulan Mulai 1 Mei

Bisnis.com, JAKARTA - Pemerintah dan Komisi VII DPR menyepakati kenaikan tarif listrik empat golongan konsumen nonsubsidi setiap bulan sekali dimulai 1 Mei 2014 bersama dengan kenaikan tarif listrik industri.

Jarman, Direktur Jenderal Ketenagalistrikan Kementerian Energi dan Sumber Daya Mineral, mengatakan penyesuaian tarif golongan R3, B2, B3, dan P1 tersebut dari kurs, inflasi dan harga minyak indonesia (Indonesia Crude Price/ICP).

Tiga pengaruh tersebut merupakan faktor yang tidak bisa dikendalikan dan mempengaruhi biaya pokok pengandaan listrik. "Tarif untuk keempat golongan akan mengikuti fluktuasi setiap bulan," ujarnya, Rabu (22/1/2014).

Empat golongan tarif tersebut akan menghemat subsidi senilai Rp1,42 triliun. Pada 2015, pemerintah akan menerapkan tarif fluktuasi ini juga kepada golongan I3 dan golongan I4.

Keempat golongan nonsubsidi tersebut adalah golongan rumah tangga besar (R3) berdaya 6.600 Volt Ampere (VA) ke atas dan golongan bisnis menengah (B2) berdaya dari 6.600VA - 200 kilo Volt Ampere (kVA).
Dua golongan selanjutnya adalah golongan perusahaan bisnis besar (B3) yang berlangganan listrik berdaya 200kVA ke atas dan golongan kantor pemerintah (P1) yang berlangganan listrik berdaya 6.600 VA - 200kVA.

Keempat golongan itu sudah tidak mendapat subsidi per 1 Oktober 2013. Keputusan itu disepakati pada Rapat Badan Anggaran September 2013, sedangkan keputusan kenaikan mengenai tarif fluktuatif per 1 bulan sekali telah disetujui pada rapat kerja kemarin, Selasa (21/1/2014).

[240114.EN.SEA] Rising Sick Leave Abuse In Transport Sector Adds To Workplace Stress

TRANSPORT staff absence levels have been increasing over the last 12 months, according to one fifth of transport firms in the UK that took part in a study by Close Brothers Asset Finance.

According to the Close Brothers' "Business Barometer", more than a third of SME owners interviewed in the transport industry believe that their organisation has a problem with employees abusing sick leave.

Minor illnesses, such as the flu, was said to be the main cause of employee absence by 61 per cent of employers surveyed, with post-operative recovery the second most common reason for time off work, reports Lloyd's Loading List.

Managing director of the Transport Division at Close Brothers Asset Finance, John Fawcett, said: "While the majority of sick leave taken is genuine, absenteeism is a growing problem for many transport firms and if not managed properly, it could have a serious impact on productivity levels.

"Our research suggests that a considerable number of employers are concerned about the level of non-genuine sickness within their organisation. In the current climate, many workplaces are already stretched and employers are aware that they have a responsibility to protect their staff from undue stress.

"That is why it is important that unauthorised absence is managed consistently and fairly to help minimise the impact on the wider workforce and ensure diligent colleagues aren't left to pick up the slack on a regular basis," he said.

"Between the cold, dark mornings and the allegedly most depressing day of the year, 'Blue Monday' approaching, it's easy to understand the appeal of an unauthorised duvet day. It's a good idea to reconsider your current absence policy; one option might be to allow employees additional flexibility to book leave at short notice," said Mr Fawcett.

Bisnis.com, JAKARTA - Pusat perbelanjaan di Jakarta mengalami penurunan omzet 20%-30% akibat gangguan akses selama sepekan terakhir, menyusul musibah banjir yang menggenangi Ibu Kota sejak 13 Januari 2014.

Hingga Senin (20/1/2014), Kementerian Perdaganagn mencatat terdapat 24 pusat perbelanjaan yang terkena gangguan genangan akibat banjir. Sementara itu, data untuk pasar tradisional masih belum selesai dirangkum.

Dari data yang diolah Kemendag, terdapat 4 pusat perbelanjaan di Jakarta Timur yang tergganggu genangan, 2 di Jakarta Pusat, 5 di Jakarta Utara, 5 di Jakarta Selatan, 4 di Jakarta Barat, 1 di Bekasi, dan 3 di Tangerang.

Wamen Perdagangan Bayu Krisnamurthi menjelaskan dampak dari bencana banjir tersebut lebih pada gangguan distribusi dalam hal keluar dan masuknya barang serta pembeli.

“Selama sepekan terakhir, terjadi penurunan omzet senilai 20%-30% terhadap pusat-pusat perbelanjaan tersebut. Jika dilihat dari tambahan beban biaya, makan beban biaya dari pusat perbelanjaan itu terhadap barang-barangnya naik 10%-20%,” jelasnya, Senin (20/1).

Namun, lanjutnya, karena angka pembeli turun, dan ikatan kontrak yang ditanggung oleh pusat perbelanjaan tersebut, maka relatif tidak terjadi perubahan harga.

[220114.EN.SEA] Cosco Sells Assets To Offset Losses And Avoid Delisting In Shanghai

CHINA Cosco, parent of Cosco Container Lines, has staved off an embarrassing delisting from the Shanghai Stock Exchange after managing to prevent a third straight year of loss-making through the sale of assets totalling CNY7.98 billion (US$1.3 billion).

China Cosco would have reported a loss of CNY7 billion for 2013 had the one-off gains from asset sales not been factored into the results.

All of the main assets divested last year were acquired by the COSCO Group, its parent company, in various related party transactions.

In a filing to the bourse, China Cosco said it expects to post a profit for 2013, compared to a net loss of CNY9.56 billion (US$1.51 billion) in 2012 and a loss of CNY10.5 billion ($1.62 billion) in 2011. Full year 2013 results will be announced on March 27.

The positive results for 2013 that are largely attributed to gains from asset sales hide significant weakness in the operating results of its container shipping and dry bulk shipping units, reports Alphaliner.

Regardless, Cosco is still pursuing its fleet renewal plans. Coscon plans to order five new 9,400 TEU containerships from Chinese yards as it takes advantage of the China's new scrapping subsidy of CNY1,500 per gross tonne (GRT) applicable from 2013 to 2015.

The subsidies would be granted in two tranches of CNY750/GRT each. The first will be received upon completion of the ship demolition and the second tranche will be granted after the construction of a new replacement vessel at Chinese yards.

Bisnis.com, NEW YORK - Korporasi China Lenovo Group Ltd melanjutkan perundingan untuk membeli unit bisnis server low-end International Business Machines (IBM).

Menurut sumber Reuters, dua perusahaan itu pernah berunding untuk pembelian divisi tersebut tahun lalu, tetapi tidak mencapai kesepakatan karena mereka tidak sepakat dalam harga.

Tidak jelas berapa lama perundingan lanjutan itu sudah berlangsung atau berapa harga yang dipertimbangkan.

Seorang juru bicara IBM mengatakan perusahaan tidak akan mengomentari mengenai laporan tersebut atau laporan serupa di media lain.

Seorang sumber yang tahu langsung mengenai hal itu, menurut Reuters, mengatakan bahwa Lenovo dalam diskusi serius untuk membeli unit bisnis IBM dimaksud dan kesepakatan kemungkinan ditandatangani dalam minggu-minggu mendatang.

Dell juga disebut-sebut di antara pembeli potensial, namun belum jelas seberapa serius Dell mengenai hal itu.

Bisnis server x86 IBM menjual server-server yang digunakan untuk menjalankan pusat-pusat data perusahaan. Tahun lalu Lenovo menghargai divisi itu di bawah 2,5 miliar dolar, menurut Wall Street Journal.(antara/yus)

[210114.EN.LOG] France's SDV Acquires Belgium's EDT to Beef Up Benelux Network

PARIS-based SDV, a supply chain management company with 600 offices in 99 countries and a subsidiary of the Bollore Group, has acquired the business of Belgian forwarding company, EDT, which will operate under its old brand name.

Founded in 2001, EDT specialises in shipping conventional and project-related cargo, and also offers tailor-made solutions for small and medium-sized companies.

Most cargo-flows managed by EDT consist of dry bulk cargo to and from Africa, amounting to 8,000 TEU and 126,000 freight tons in 2012.

A statement from SDV said that with this takeover it will acquire extra know-how and intelligence with respect to the handling and shipping of bulk cargo.

"We noticed that some customers are considering a shift from container transport to bulk shipments in West Africa," said SDV's Benelux CEO Geert De Wilde.

The managing director and founder of EDT, Carl Bolens, will join SDV and be assisted by another four staff. Mr Bolens has a long track record in the industry having previously served as a sales director for CMB line and then Safmarine.

SDV also manages shipments to, from and within Africa. Last year 98,000 TEU and 12,000 ro-ro shipments were handled by SDV Belgium.
