[110211.ID.AIR] Merpati Kontrak di Bekas Gedung Sendiri


·       JAKARTA, KOMPAS.com - Sungguh ironis nasib PT Merpati Nusantara Airlines (Persero). Maskapai yang dulu memiliki gedung megah itu kini hanya bisa mengontrak di bekas gedung sendiri. Karyawan maskapai ini juga diberi tenggat waktu hingga 2012 untuk berkantor di gedung tersebut.

Ketua Umum Serikat Karyawan (Sekar) Merpati, Purwanto, mengatakan, proses penjualan gedung yang dilakukan oleh manajemen pada 2009 menjadi keprihatinan karyawan.

"Karyawan sangat prihatin dengan upaya protes penjualan gedung yang diabaikan oleh manajemen serta pemegang saham pada tahun 2009. Sangat ironis saat ini jadi pengontrak pada pemilik gedung yang baru," kata Purwanto di Jakarta, Rabu (9/2/2011).

Disebutkan Purwanto, Gedung Merpati di Jl Angkasa, Jakarta tersebut dijual ke Badan SAR Nasional pada akhir 2009 senilai Rp 180 miliar.

Penjualan dilakukan setelah manajemen memutuskan akan memindahkan kantor pusat ke Makassar. Namun hingga kini, proses pemindahan kantor tidak juga dilakukan, sehingga Merpati harus menyewa beberapa lantai di bangunan yang kini menjadi Gedung Basarnas itu. "Karyawan yang dikasih tenggat waktu oleh Basarnas sampai 2012," ujarnya.

Disebutkan, untuk menyewa gedung bertint 16 tersebut, Merpati harus merogoh kocek untuk surchargesebesar Rp 42.000 per meter per bulan. Merpati saat ini menyewa beberapa lantai seluas 5.600 meter persegi sehingga harus mengeluarkan dana sekitar Rp 235,2 juta per bulan.

Dalam setahun, jelasnya, maskapai ini mengeluarkan dana hampir Rp 3 miliar untuk sewa gedung saja, belum biaya lainnya. Disebutkan juga, karyawan Merpati yang setelah proses golden shake hand, atau rasionalisasi berjumlah 1.300 orang kini mulai mekar lagi menjadi sekitar 2.000 orang, termasuk sekitar 600 tenaga outsource melakukan kegiatannya di gedung itu.

Purwanto mengkhawatirkan nasib para karyawan saat tenggat waktu habis dan Merpati tidak bisa menempati gedung itu. Karenanya, selaku Ketua Umum Sekar Merpati, Purwanto meminta kepada pemerintah untuk menyediakan gedung baru baik secara tunai ataupun leasing.

Sementara, juru bicara Merpati, Sukandi, mengatakan, saat ini manajemen memang sedang mencari gedung sendiri untuk ditempati bagi para karyawan Merpati.

"Sekarang gedung itu bukan menjadi milik Merpati lagi. Yang namanya numpang, ya kami harus mencari tempat lain untuk pindah. Sekarang kami sedang mencari tempat yang cocok, baik lokasi dan harganya," jelas Sukandi.
Sukandi juga mengatakan, rencana pindah ke Makassar saat ini masih belum diputuskan karena dananya dianggap terlalu besar.

[100211.EN.SEA] Hapag-Lloyd To Phase Out Provision Of Its Own US Chassis

HAPAG-LLOYD has announced that it will gradually phase out the provision of chassis for merchant haulage (MH), inland transports throughout the US, effective April 1.

"As per our new chassis programme, we will no longer provide chassis for MH shipments. There will be no change to the chassis provision for carrier's haulage (door delivery) shipments. If truckers so desire they may use their own chassis," said a company statement.

The first cities to be affected by this change in policy will be Pittsburgh, Baltimore and Philadelphia. Other locations nationwide will be included in the programme throughout the course of the year. However, the dates for when Phoenix, Arizona, and Norfolk/Hampton Roads, Virginia, are yet to be decided.

Hapag-Lloyd said it currently does not provide chassis in Miami for neither carrier's haulage nor merchant haulage shipments, adding that this practice will continue.

To ensure continuity of service, Hapag-Lloyd said it will provide additional details such as chassis pool providers, contact information on a location-by-location basis at least 30 days prior to implementation.

The company added that it will revise its "interchange agreement to reflect a lower per diem for merchant haulage shipments."

London's Containerisation International said Hapag-Lloyd's policy change follows hot on the heels of similar decisions by Maersk Line, OOCL, NYK Line, Evergreen, Yang Ming, Hyundai Merchant Marine, CMA CGM and Atlantic Container Lines (ACL) to phase out the provision of their own chassis.

Earlier this month another German shipping giant, Hamburg Sud, abandoned its Philadelphia chassis supply service, with a statement that shippers, agents and consignees now must procure equipment directly from the Metro Chassis Pool or other chassis providers of their own choosing.

[100211.ID.LOG] Kadin Bentuk Pokja Logistik

JAKARTA: Kamar Dagang dan Industri Indonesia (Kadin) tengah menyiapkan pembetukan kelompok kerja (pokja) yang akan ditugasi untuk merancang undang-undang logistik nasional.

Ketua Komite Tetap Intermoda dan Logistik Kadin Yukki Nugrahawan menjelaskan setelah terbentuk, pokja tersebut akan melakukan kajian akademis untuk mempersiapkan RUU logistik.

“Pokja sendiri akan kita bentuk secepatnya, kira-kira dalam waktu seminggu ini,” ujarnya kepada Bisnis usai acara diskusi terbatas Kadin dan beberapa kementerian terkait logistik siang tadi.

Dia menambahkan saat ini sudah ada pembicaraan antara pihak Kadin dengan salah satu universitas negeri di Indonesia terkait kajian akademis tersebut.

Menurut dia, ada enam kementerian yang akan terlibat langsung dalam penyusunan RUU ini, yaitu Kementerian Koordinator Perekonomian, Kementerian Perdagangan, Kementerian Perindustrian, Kementerian Perhubungan, Kementerian Keuangan, dan Badan Perencanaan dan Pembangunan Nasional (Bappenas).

Yukki menambahkan RUU logistik akan mengambil beberapa poin penting dalam cetak biru logistik nasional, seperti masalah infrastruktur, integrasi, dan konektivitas antar wilayah untuk menunjang sistem logistik nasional (sislognas).

Dia menegaskan pengusulan RUU logistik ini tidak serta merta membuat realisasi pengesahan cetak biru logistik menjadi tidak mendesak.

“Cetak biru tetap harus diprioritaskan karena mengandung strategi dan rencana aksi logistik pada 2010-2014,” katanya. (sut)

[090211.EN.SEA] Panama Expansion Casts Doubts On Portland Expansion Plans

DOUBTS are being raised as to whether the Port of Portland needs to expand given that the expansion of the Panama Canal due to be completed in 2014 poses a threat to the container business of US west coast ports.

This comes as Portland Port officials continue to pursue their quest to expand on West Hayden Island despite opposition from environmentalists.

A report by The Oregonian said that according to Joe Cortright, who chaired former Governor Ted Kulongoski's Council of Economic Advisers, the port is not very crucial to the city's economy. He said the port probably does not need to expand.

"I might be overstating it a bit for effect," he was quoted as saying, "but to me, the port is a 19th-century development strategy, not a 21st-century development strategy.

"If you look at the industries that are growing rapidly, almost none of them depend on the port for growth - high tech, software, creative."

Sam Ruda director of Marine and Industrial Development for the port disagrees, highlighting that the Port of Portland leads the nation in wheat exports, with most of it bound for China.

"We are feeding China," said Mr Ruda. "We are seeing huge growth in agricultural exports to China."

The report cited economist John Mitchell as describing the Port of Portland as one of the region's "unique advantages."

"Everything comes together here, air, water, road, rail," he said. According to the report, he called the Port of Portland a major funnel for grain and other commodities, as well as auto imports. "They may not be the principal drivers of the future, but they are not going to go away," said Mr Mitchell.

According to Mr Ruda, a study in 2010 concluded that the port requires an additional 400 to 700 acres of land to meet anticipated export growth, without taking into account the emerging market for corn and soybeans.

The report said port authorities estimate that developing 350 acres of West Hayden Island would cost US$96.9 million and create 4,000 maritime jobs.

The Port of Portland handled 23.3 million tons of cargo in 2009, 14 times less than the amount handled by Singapore. The ports of Los Angeles and Long Beach handle 70 per cent of the container traffic on the US west coast. Portland has one container terminal, capable of holding three container ships compared to Los Angeles' eight terminals with a total capacity of 30 container ships, the report noted.

It said the "bigger challenge to Portland's container business, as well as other west coast ports, could be an expansion more than 3,500 miles away" when the Panama Canal completes its expansion in 2014.

"That might make it cheaper for Chinese shippers to travel by water through the canal and up to ports on the Gulf or the east coast, rather than to the west coast and then by truck or railroad to destinations in the Midwest," the report said.

"Economic forces are combining to favour the growth of Gulf and East Coast ports for Asian trade," it quoted Drewry Shipping Consultants Ltd as saying.

Portland continues to focus on the Bohai region of northeast China in an effort to expand the growing relationship between our two regions.

"Geographical proximity across the Pacific, coupled with logical trade patterns between our regions, lead to the natural conclusion that the state of Oregon in the US Pacific Northwest and the Bohai region in China should seek to establish stronger ties," said a port authority statement.

PT Bank Rakyat Indonesia Tbk menempati peringkat teratas untuk perbankan Indonesia dan satu-satunya merek bank Indonesia yang masuk 200 besar, di posisi 195 dengan brand value senilai 682 juta dollar AS.

Sekretaris Perusahaan Bank BRI Muhamad Ali mengatakan, prestasi ini merupakan hasil kerja keras dari semua jajaran pekerja dan manajemen Bank BRI. "Prestasi yang membanggakan bagi kami.Banking brand BRI makin dikenal luas di seluruh dunia,” ujar Ali.

Adapun 4 bank lainnya yang masuk ke dalam daftar ini adalah Mandiri di peringkat ke-208, disusul PT Bank Central Asia Tbk (225), dan PT Bank Negara Indonesia Tbk (226), serta PT Bank Danamon Tbk (311).

Peringkat bank-bank Indonesia ini masih kalah dengan bank-bank dari negeri tetangga seperti Malaysia yang menempatkan CIMB di posisi 106 dan Maybank (118), serta Singapura yang menempatkan UOB (124) dan OCBC Bank (146).

[080211.EN.SEA] United Nations Appoints Advisor For Anti-Piracy Solution

THE United Nations has appointed a special advisor to put forward an anti-piracy solution, reports Tanker Operator.

The adviser will hold meetings with the UN's International Maritime Organisation (IMO), the shipping community and seafarer organisations to recommend ways to suppress piracy.

"A co-ordinated international effort is needed," said UN secretary general Ban Ki-moon. He said that Somalia had a very weak government and support was needed for the younger Somali generation to deter them from turning to piracy.

"Piracy is a global menace; we need to confront it with a strategy that focuses on deterrence, security and rule of law of development," he said.

"The situation off the coast of Somalia is completely unacceptable. The violence and hostage taking are distorting the Somali economy and disrupting shipping lanes that are vital to people around the world," said Mr Ban.

Said IMO secretary general Efthimios Mitropoulos: "In the past 12 months alone, there have been 286 piracy-related incidents off the coast of Somalia. They have resulted in 67 hijacked ships, with 1,130 seafarers on board - while, at present, 714 seafarers are being held for ransom on board 30 ships scattered at various points of the country's extensive coastline."

Mr Mitropoulos, at the launch of the IMO's World maritime Day theme for 2011 - Piracy: Orchestrating the Response, has put forward a six-point action plan conceived by the IMO:(1) Increase political pressure to secure the release of all the hostages; (2) Review and improve IMO guidelines to administrations and seafarers and promote compliance with industry best management practices and the recommended preventive, evasive and defensive measures that vessels should follow; (3) Promote a greater level of support from and co-ordination with the navies operating in the region; (4) Promote anti-piracy co-ordination and co-operation procedures between and among states, regions, organisations and industry; (5) Assist states to build capacity in pirate-infested regions worldwide to deter, interdict and bring to justice those who commit acts of piracy and armed robbery against vessels; (6) Provide care for those attacked or hijacked by pirates and for their families.

IMO said that during 2011, it will focus on promoting further co-operation between and among states, regions and organisations in reducing the risk of attacks on ships through a variety of mechanisms including information-sharing; coordination of military and civil efforts; and development and implementation of regional initiatives, such as the IMO-led Djibouti Code of Conduct.

In response to the issue of arming ships, Mr Mitropoulos said that the IMO recommends that vessels not carry arms on board, but armed guards are being carried with the consent of the ship's flag state.

[080211.ID.SEA] Kapal Bodong Terancam Tak Bisa Urus Dokumen

[JAKARTA: Pengurusan dokumen surat keterangan bebas pajak pertambahan nilai (SKB PPN) dan pemberitahuan impor barang (PIB) atas 1.000 kapal impor bermasalah diduga kembali mentah.

Kapal impor bermasalah karena dokumen tidak lengkap alias bodong yang sempat dijanjikan mendapatkan perlakuan khusus untuk menuntaskan masalah tersebut terganjal penerbitan Peraturan Menteri Keuangan No.241/2010.

Wakil Ketua Umum Bidang Fiskal dan Moneter Kamar Dagang dan Industri (Kadin) Hariadi Sukamdani mengatakan pengurusan dokumen kepabeanan atas 1.000-an kapal impor yang bermasalah tersebut saat ini mentah lagi.

PMK  tersebut membuat operator 1.000  kapal bermasalah terbebani dengan bea masuk atas kapal yang ditetapkan sebesar 5%, dari sebelumnya 0%. "Pengurusan SKB PPN 1.000 kapal itu mentah lagi," ujarnya hari ini.

Menurut dia, pengurusan dokumen kepabeanan kapal-kapal tersebut agar tetap jalan. "Ketentuan PMK No.241/2010 harus segera dianulir. Kapal-kapal ini perlu dibebaskan dari kebijakan tersebut. Ini juga dalam rangka memenuhi kebutuhan cabotage," katanya.

Kadin sendiri sudah menyatakan agar pemerintah menunda pemberlakuan peraturan tersebut karena telah memberikan dampak yang buruk terhadap sektor usaha nasional dan memperlemah daya saing pengusaha nasional.

Hingga tenggat akhir penutupan pengurusan itu,  tercatat  sebanyak 913 unit kapal milik 200 perusahaan pelayaran nasional sudah melaporkan telah mengurus dokumen SKB PPN yang dikeluarkan oleh Direktorat Jenderal Pajak.

Setelah mengurus dokumen SKB PPN, para operator kapal  tersebut harus mengurus dokumen PIB. Tetapi, pengurusan dokumen ini tersendat setelah Kementerian Keuangan mengeluarkan PMK No. 241/2010.

PMK yang berlaku mulai 22 Desember 2010 tersebut mengenakan bea masuk (BM) atas pengadaan kapal melalui impor, termasuk dari kawasan free trade zone (FTZ) Batam sebesar 5% dari total harga kapal. (arh)
