[080915.EN.SEA] Arrested 735-TEUer and Chemical Tanker Up For Auction in Singapore

A SECOND arrested vessel in Singapore will be sold at auction later this month, records from The Supreme Court of Singapore show, reports Vancouver's Ship and Bunker.

The 735-TEU feeder vessel Star Jupiter was detained in March following action by local Singaporean firm Asia Practice.

The sheriff noted that bunker valued at a non-negotiable S$130,500 (US$91,647) are on-board the vessel, the total for which would also have to be paid by the purchaser.

Online vessel valuation service has assessed Star Jupiter's current market value to be US$3.71 million, down from its US$3.85 million valuation at the time of arrest.

Bids are to be made no later than 3pm on September 14 and must be made with a deposit of S$50,000 (US$35,400).

Also up for auction this month is the Malaysian-flagged chemical tanker Imbak, following it's arrest in March over a dispute with Singapore bunker player Sky Oil & Gas Asia Pte (Sky Oil).

JAKARTA. Kepala Polri Jenderal Pol Badrodin Haiti enggan banyak berkomentar soal keinginan politisi di DPR untuk membentuk panitia khusus pengusutan dugaan kasus pidana di PT Pelabuhan Indonesia II. Badrodin hanya mempersilahkan anggota DPR menjalankan haknya sesuai tugas dan fungsi anggota Dewan.

"Ya, boleh-boleh saja, itu kan hak anggota DPR," ujar Badrodin seusai memimpin pelantikan Kepala Badan Narkotika Nasional Budi Waseso di Gedung BNN, Jakarta Timur, Selasa (8/9).

Sementara itu, Komisaris Jenderal Anang Iskandar yang baru dilantik sebagai Kepala Badan Reserse Kriminal Polri, enggan mengomentari rencana pembentukan pansus tersebut. Anang mengatakan, sebagai langkah awal, ia akan melakukan audit kasus-kasus yang sedang ditangani Bareskrim Polri, termasuk kasus dugaan tindak pidana di PT Pelindo II.

"Ya, masak ditanya ke saya, ya ke DPR kalau mau tanya. Saya tidak mengerti pertanyaannya," kata Anang.

Sebelumnya, Wakil Ketua Komisi III Trimedya Panjaitan mengatakan bahwa penanganan kasus dugaan korupsi pengadaan mobil crane di Pelindo II harus dilanjutkan. Sekalipun Komjen Budi Waseso dirotasi dari jabatannya sebagai Kepala Badan Reserse Kriminal Polri, penyidikan atas kasus itu harus berlanjut pada kepemimpinan baru Bareskrim di bawah Komjen Anang Iskandar.

"Komisi III akan buat Pansus Pelindo agar kasus yang ditangani Buwas (Budi) bisa jalan terus," kata Trimedya saat dihubungi wartawan, Jumat (4/9).

Ia mengatakan, rotasi seorang perwira merupakan hal yang wajar terjadi di instansi kepolisian. Namun, dalam kasus Budi, ia menganggap ada muatan politis di dalamnya.
"Kita menyayangkan tidak ada pembelaan dari Polri karena Buwas ini korban dari penanganan kasus Pelindo," ujarnya.

Selain PDI-P, partai lain juga menunjukkan dukungan atas Pansus Pelindo, antara lain PKB, PPP, dan Golkar.

Kasus itu tengah ditangani Direktorat Tindak Pidana Korupsi Bareskrim Polri dari sebelumnya ditangani Direktorat Tindak Pidana Ekonomi Khusus Bareskrim. Selama berjalannya proses pengusutan perkara tersebut, penyidik telah menetapkan Direktur Operasi dan Teknik PT Pelindo II berinisial FN sebagai tersangka.

Temuan penyidik, pengadaan 10 mobile crane itu diduga tidak sesuai dengan perencanaan sehingga menyebabkan kerugian negara. Pengadaan itu juga diduga diwarnai mark up anggaran. (Abba Gabrillin).

[070915.EN.AIR] Ex-Cathay Chief Tony Tyler Retires As IATA Director General After Five Years

TONY TYLER, former CEO of Cathay Pacific Airways, now serving as the director general of the International Air Transport Association (IATA), has announced that he will retire in June 2016 after serving five years.

"Tony Tyler is a very effective leader of IATA, who is achieving much in his role as Director General and CEO. I regret that he will be leaving the Association, but respect his decision to retire next year after a long and successful career in aviation," said IATA chairman Andres Conesa, CEO of Aeromexico.

The search for a successor to be appointed at the next IATA Annual General Meeting in Dublin in June 2016 will begin, said Mr Conesa.

Said Mr Tyler: "After five years, I believe it will be time for me to retire. It is a great privilege and responsibility to lead IATA, and I am proud of what the IATA team is achieving during my term of office.".

Bisnis.com, JAKARTA - Untuk yang kedua kalinya dalam dua bulan terakhir, Fiat Chrysler Automobiles mengumumkan recall untuk pemasangan perangkat lunak yang perlindungan dari serangan peretas.

Dalam recall kali ini, Fiat akan memperbarui perangkat lunak pada 7.810 unit mobil Jeep Renegade 2015 yang memiliki layar sentuh 6,5 inci.

Sebagaimana dilaporkan USA Today, lantaran mobil itu masih baru, sebanyak setengahnya dari total mobil yang diproduksi masih berada di diler.

Menurut pihak Fiat, sistem yang terkena recall kali ini berbeda dari recall 1,4 juta kendaraan pada Juli lalu.

Pemilik kendaraan akan menerima perangkat lunak (thumb drive) yang memungkinkan pemilik dapat melakukan pembaruan sendiri.

[060915.EN.SEA] Lloyds Register Weighs Deck Stacking, Stability In Mega Box Ship Study

CLASS society Lloyd's Register (LR), which is classifying the biggest containerships, has produced guidelines on the safest, most cost-effective methods of stowing and lashing deck cargoes.

Among the vessels LR are classing are six ultra-large ships (ULCS) of more than 20,000 TEU, reports New York's Marine Log.

Four ultra large containerships (ULCS) vessels of 20,150 TEU will be built for MOL at Samsung Heavy Industries while two 20,050-TEU ships are being built for MOL service at Imabari Shipbuilding's Saijo shipyard.

These mega ships are to be delivered in 2017 and have been earmarked to operate on the Asia-to-Europe service.

Lloyd's Register technical teams have investigated the rising heights and weights of the container stacks that today's ULCSs can carry and produced new guidelines to help designers, owners and masters handle these ever-growing cargoes.

One key finding is that the speed of a ship has a predictable effect on the rolling motions, a crucial factor in cargo-carrying. Thus LR produced a methodology based on ship speed and the height and direction of waves.

Another factor is the development of lashing twistlocks. Those using fully automatic twistlocks can secure cargo safely with little intervention from the dockers.

Combined with the introduction of high lashing bridges, they will be able to safely carry stacks of 10 or more tiers of containers on deck.

[060915.ID.BIZ] Penyerapan Anggaran di Kemhub Baru 20%

JAKARTA. Hingga akhir Agustus ini penyerapan anggaran Kementerian Perhubungan (Kemhub) masih berada dikisaran 20% dari pagu Rp 65 triliun di APBNP 2015.

Minimnya, serapan anggaran tersebut disebabkan beberapa proyek tendernya dilakukan melalui e-Katalog di Lembaga Kebijakan Pengadaan Barang/Jasa (LKPP) sehingga pembayaran dilakukan di akhir pengadaan.

Menteri Perhubungan Ignasius Jonan mengatakan, di dalam e-Katalog LKPP meski sudah ada proses lelang namun pembayarannya belum dapat dicatatkan sebagai penyerapan anggaran. "Tidak pakai uang muka (sistem e-Katalog), sehingga belum bisa dihitung penerapan," kata Jonan, akhir pekan lalu.

Walau demikian, Jonan mengklaim bila proses tender proyek sudah berjalan dengan maksimal dan sesuai rencana. Dia menghitung, dari sekitar 900 paket proyek yang dilakukan di Kemhub, sudah 70% proyek yang saat ini sudah dilelangkan dan sebagian sudah selesai.

Jonan sendiri menjamin, pada akhir tahun penyerapan anggaran akan terselesaikan seluruhnya. "Yang penting itu lelangnya yang sudah dikerjakan berapa persen, perkara (kontraktor) mengambil uang muka terserah. E-Katalog, selesai (proyek) diserahkan baru bayar," kata Jonan.

Staf Khusus Menteri Perhubungan Hadi M. Djuraid mengatakan, beberapa proyek yang dilelangkan menggunakan e-Katalog di LKPP tersebut antara lain adalah pengadaan 1.000 bus untuk Bus Rapid Transit (BRT). Selain itu, ada juga sistem navigasi di bidang kelautan di Direktorat Jenderal Perhubungan Laut Kemhub.

Sementara itu, untuk proyek infrastruktur pembangunan bandara dan pelabuhan proses lelang tidak menggunakan e-Katalog. Namun sayang, Hadi enggan merinci jumlah proyek di Kemhub yang sudah masuk ke e-Katalog dengan yang belum.

Terkait dengan percepatan proyek infrastruktur di tahun 2016, Hadi bilang Kemhub masih akan memaksimalkan sisa proses tender di tahun 2015. Meski demikian, pihaknya siap untuk segera menerapkannya. "yang dekat-dekat dulu," kata Hadi.

[040915.EN.SEA] 53 Mega-ships Coming In 2017 On Top Of 50 This Year For Asia-Europe Trades

THE pace of new mega-ship deliveries is expected to pick up in 2017 following a slowdown in 2016, all for deployment on the Asia-Europe trades, after 37 ships of 13,800-20,000 TEU were delivered so far this year, and all are to operate the Asia-North Europe route.

A further 13 ships within this size range are due to be delivered by December, again all are bound for the same tradelane, reports Alphaliner.

Next year deliveries of ships of this size will drop to 37, including thirteen 19,000- to 20,000-TEU vessels, 11 of which are to be taken in charge by Italian-Swiss Mediterranean Shipping Company (MSC).

The large number of mega-ship deliveries this year has resulted in a 2.3 per cent hike in total weekly capacity provided year-to-date on the Asia-North Europe tradelane, compared to the same period last year.

Supply growth would have been higher if it were not for the 75 voided sailings that carriers introduced on this route so far this year, as well as for the withdrawal of one weekly Asia-North Europe string by Maersk and MSC when the two carriers launched their joint 2M vessel-sharing network in January. They plan to withdraw a second Asia-North Europe string in September owing to weak demand.

Total demand on the head-haul Far East to North Europe route fell by 3.5 per cent in the first half, year on year.

UASC is to receive the last two of its six A-18 Barzan class ships of 19,870 TEU in the first quarter of 2016, following the delivery of the first four in the series this year. They are currently the world's largest containerships in terms of nominal capacity, although, UASC officially declares them as 18,800-TEU units.

The pace of mega-ship deliveries will accelerate again in 2017, with 53 units due to arrive, including 33 ships of 18,000-21,000 TEU, including the first ships of this size for CMA CGM, Cosco, MOL and OOCL.

They will be followed by a further 32 mega-ships units in 2018, including the first 18,000-TEU vessels for Evergreen.

"The steady pace of ULCS [ultra large containerships] deliveries will have significant implications for the Asia-Europe trade, as it will add to the ongoing over-supply woes.

Currently, these ships of more than 15,000 TEU cannot be deployed on other tradelanes and the continued addition of ULCS capacity will threaten the delicate supply-demand balance on the trade," a report from the shipping analysts said.

Alternatively, a number of 13,500- to 14,500-TEU ships are expected join the Far East-North America trades. They will be the first ships of this size purpose-built for the transpacific trade.



All of the 18,000- to 20,000-TEU vessels on order, or in service to date, share similar physical dimensions. They have a breadth of 58.6 to 59 metres, allowing them to stow 23 rows of containers on deck and 21 rows in holds. They also have a similar length of 395-400 metres that fits 24 bays of 40-foot containers.

However, at least one design has opted for a longer hull depth, to stow one extra tier of boxes under the hatches. The difference in nominal capacity is due largely to extra deck loads. These can only be fully utilised for carrying empty containers stacked up to 11 tiers high on deck.

Usable capacity on headhaul legs, when ships are filled with laden boxes, stands at 18,000-18,500 TEU for all designs.
