[270616.EN.BIZ] India's Top LNG Buyer To Complete Terminal Expansion by September

INDIA'S biggest buyer of liquefied natural gas, Petronet LNG, is to complete its import terminal on the west coast by September, Bloomberg reports.

The expansion will allow Indian buyers to ship additional volumes from overseas, taking advantage of a global glut that's cut prices for the fuel by two-thirds since September 2014.

The capacity of the Dahej terminal, the nation's largest LNG import and regasification plant, in India's Gujaratstate will increase 50 per cent to 15 million tonnes a year, officials said.

The expansion will lead to additional LNG imports of at least a million tonnes in the September to December period, they said.

While Petronet uses the terminal for its own imports, it also allows other companies to take delivery of their own LNG purchases.

Higher processing will increase Petronet's income from regasification, boosting profits.

Petronet CEO Prabhat Singh didn't answer two calls to his mobile phone seeking comment.

The New Delhi-based company has already leased out about half the expanded capacity to other energy companies such as Gail India, Indian Oil and Bharat Petroleum. These firms import LNG to Dahej and pay Petronet regasification fees.

JAKARTA. Kementerian Perhubungan (Kemhub) memastikan terminal 3 baru bandar udara (bandara) Soekarno Hatta belum bisa dioperasikan  pada Lebaran nanti.

Verifikasi Kemhub menyimpulkan bahwa bagian teranyar bandara Soekarno Hatta itu belum memenuhi standar keamanan, pelayanan dan keselamatan.

Terminal 3 anyar itu juga belum memenuhi ketentuan aturan navigasi. Mulai dari pelayanan telekomunikasi, penyediaan lalu lintas pesawat, dan personel penerbangan yang kompeten.

"Bidang prasarana sisi udara seperti apron, utilitas dan keselamatan lingkungan di terminal 3 Ultimate belum terpenuhi," ujar Novie Riyanto, Direktur Navigasi Penerbangan Kemhub, dalam konferensi pers di Kantor Kemhub, Sabtu (26/6).

Makanya, Kemhub belum mengeluarkan izin operasional meskipun dalam bentuk izin uji coba. Alasannya, tak ada ketentuan uji coba operasional dalam undang-undang.

Informasi saja, sebelumnya pengelola bandara Soekarno-Hatta yakni PT Angkasa Pura (Persero) II atau AP II, mengajukan izin shadow operation terminal 3 anyar tersebut pada 20 Juni 2016.

Selain itu, Kemhub tak mau industri penerbangan sipil kena semprit otoritas penerbangan internasional. Pasalnya kesalahan dalam operasional penerbangan bisa berdampak politis.

Kepala Biro Komunikasi dan Informasi Publik Kemenhub Hemi Pamuraharjo mengingatkan, pada tahun 2007 industri penerbangan sipil Indonesia pernah mendapat larangan terbang di wilayah Uni Eropa dan Amerika Serikat. Butuh sembilan tahun untuk mengembalikan kepercayaan itu.

"Apabila dikeluarkan dan ternyata dalam pelaksanaannya menimbulkan ketidaklancaran pelayanan bandar udara dan perusahaan, bisa menimbulkan masalah-masalah sensitif," kata dia.

Sementara itu, AP II mengaku sudah menindaklanjuti temuan Kemhub. Perusahaan pelat merah tersebut sedang mencari sejumlah solusi demi memenuhi ketentuan pemerintah.

Salah satunya solusi dalam hal memenuhi peralatan pemantauan lalu lintas di apron terminal 3 terbaru.

Sembari melengkapi ketentuan operasional terminal 3 Ultimate, AP II bersiap menghadapi musim ramai Lebaran.

"Saat ini AP II berkonsentrasi untuk pelayanan serta kelancaran arus mudik Lebaran, khususnya di bandara Soekarno Hatta," tutur Agus Haryadi, Head of Corporate Secretary and Legal PT Angkasa Pura (Persero).

Informasi saja, kapasitas penumpang terminal 3 baru  itu mencapai 25 juta penumpang per tahun. Jika terminal itu beroperasi, total kapasitas bandara Soekarno Hatta bakal menjadi 60 juta penumpang per tahun.

A DIVISION of major logistics company Deutsche Post DHL Group, DHL eCommerce, has announced plans to grow its overall presence in China by over 50 per cent as online retail and the corresponding demand for quality logistics solutions continues to soar.

The company has opened its new DHL eCommerce Shenzhen Distribution Centre, and will also expand its existing distribution centres in Shanghai and Hong Kong to support the growth of online retailers, according to a company statement.

The DHL eCommerce Shenzhen Distribution Centre, which serves as the consolidation point for all South China international outbound shipments, has the capacity to handle up to 18 million shipments a year and will allow for faster, more streamlined shipment and clearance of e-commerce exports to the rest of the world.

"We see significant potential in China's e-commerce sector, particularly between China and the US, where we've seen triple digit growth since 2015," said DHL eCommerce chief Charles Brewer.

"With China accounting for more than 40 per cent of global retail e-commerce sales in 2015, our investments in China demonstrate our focus on developing efficient and reliable logistics services, to bring high quality e-commerce services to Chinese retailers and meet changing consumer expectations."

"Cross-border e-commerce already accounts for almost 20 per cent of China's foreign trade, and the country's B2C e-commerce market is expected to grow at a CAGR of over 30 per cent from now till 2020," said CEO, Asia Pacific, DHL eCommerce, Malcolm Monteiro. "With the ability to scale up its size by 150 per cent, the DHL eCommerce Shenzhen Distribution Centre is fully capable to support this growing demand over the coming years."

The launch of the Shenzhen Distribution Centre comes at the back of the highly successful DHL eCommerce Shanghai Distribution Centre in Jiuting, which acts as a central consolidation point for outbound e-commerce goods particularly in the eastern and northern parts of China.

To cater to the growing demand across the Greater China region, DHL eCommerce is expanding both its Shanghai and Hong Kong distribution centres, which will be able to handle 48 million and 71 million shipments respectively, on an annual basis, upon completion.

JAKARTA. PT Kereta Api Indonesia (KAI) melalui anak usahanya PT Kereta Api Pariwisata menawarkan angkutan lebaran menggunakan kereta wisata.

Pemudik yang kehabisan tiket disarankan untuk menggunakan kereta wisata sebagai moda transportasinya. Sebanyak 12 kereta wisata telah disiapkan untuk mengangkut pemudik kembali ke kampung halamannya.

"Jadi ini bisa digunakan untuk mudik lebaran satu keluarga, atau satu rombongan. Misal siapa saja yang kehabisan tiket kereta reguler dikumpulkan, terus patungan untuk menggunakan kereta wisata ini? bisa saja," ujar Teguh Triyono, Manager Operasi dan Pelayanan PT Kereta Api Pariwisata dalam keterangan tertulisnya, Minggu (26/6).

Menurutnya, dengan fasilitas khusus pemudik yang menggunakan kereta wisata akan mendapatkan sensasi berbeda dari pada menggunakan kereta reguler ataupun pesawat terbang. Ia mencontohkan kereta wisata tipe Nusantara dan Jawa memiliki fasilitas kamar tidur yang nyaman di dalam kereta.

"Jadi selama perjalanan para pemudik akan mendapatkan fasilitas karaoke, nonton film, paket makan, dan akan dilayani dengan pramugari khusus," imbuhnya.

Sayangnya untuk menggunakannya, pemudik harus merogoh kocek cukup lumayan. PT Kereta Api Pariwisata menyediakan tarif carter kereta wisata meliputi tarif lengkap dengan jasa restorasi dan tarif standar.

Misalnya tarif carter kereta wisata tipe Priority dari Stasiun Gambir ke Yogyakarta dengan kapasitas 28 seat dibandrol seharga Rp 33 juta dengan jasa restorasi atau Rp 28 juta tanpa jasa restorasi. Kemudian untuk kereta wisata tipe kereta Imperial tujuan Gambir-Surabaya yang memiliki kapasitas 20 seat dibandrol dengan harga Rp 29 juta lengkap dengan jasa restorasi atau Rp 23 juta jika tanpa jasa restorasi.

Adapun 12 kereta wisata yang tersedia uuntuk melayani mudik adalah tipe Nusantara (19 seat), Toraja (22 seat), Bali (20 seat), Jawa (20 seat), Sumatra (22 seat), Imperial (20 seat) dan Priority (28 seat).

AN official inauguration ceremony has been held to celebrate the opening of the US$5.25 billion expanded Panama Canal.

The event attracted a crowd of 25,000, canal employees, heads of state and dignitaries from around the world, canal customers, shipping and trade executives.

Construction of the new locks on the Atlantic and Pacific sides of the waterway commenced in 2007 and involved the excavation of 150 million cubic metres of material, creating a second lane of traffic and doubling the cargo capacity of the waterway to handle vessels of up to 14,000 TEU.

Said Panamanian President Juan Carlos Varela said: "Canal users can be assured that we'll continue to support the Panama Canal Authority and our port operators to provide them a world class service and strengthen our logistics system by creating the necessary incentives and conditions to give added value to our inter-oceanic route."

The inaugural transit was undertaken by the neopanamax vessel, the 9,472-TEU Cosco Shipping Panama, which began its passage through the Agua Clara Locks on the Atlantic side of the country and concluded with its transit through the Cocoli Locks on the Pacific side. The ship set sail on June 11 from the Greek port of Piraeus en route to Asia.

Considered and analysed in 100 studies, the expanded canal will provide greater economies of scale to global commerce. It will introduce new routes, liner services, and segments such as liquefied natural gas (LNG).

"We are thrilled that we currently have 170 reservations for neopanamax ships, commitments of two new liner services to the expanded canal, and a reservation for the first LNG vessel, which will transit in late July," Panama Canal Administrator and CEO Jorge Quijano said.

JAKARTA. Kereta pengangkut peti kemas untuk tujuan ekspor dan impor dari Pelabuhan Tanjung Priok resmi beroperasi mulai Jumat siang (24/6).

Deputi II Bidang Koordinasi Sumber Daya Alam dan Jasa Kemenko Kemaritiman Agung Kuswandono dalam peresmian operasi kereta logistik di Pelabuhan Tanjung Priok, Jakarta Utara, Jumat, mengatakan, beroperasinya kereta logistik masuk pelabuhan merupakan salah satu upaya untuk menekan waktu bongkar muat barang (dwelling time) menjadi dua hari.

"Ini dulu mulanya dari Pak Menko Rizal Ramli yang bilang kereta api harus masuk Tanjung Priok. Mulailah kami berjuang untuk membuka agar kereta bisa masuk Tanjung Priok. Ternyata tidak mudah mengubah sistem bisnis di Tanjung Priok," katanya.

Agung menjelaskan sejak 7 April 2016, kereta logistik sudah mulai masuk dan melakukan proses bongkar muat di Pelabuhan Tanjung Priok melalui "emplacement" KA-JICT Tanjung Priok.

Dengan kapasitas angkut 30 gerbong datar atau setara 60 TEUs sekali perjalanan setiap harinya, kereta logistik itu diklaim dapat lebih efisien karena dapat mengangkat lebih banyak muatan dengan waktu yang lebih singkat.

Ada pun titik yang dilayani saat ini adalah Pelabuhan Tanjung Priok-Cikarang Dry Port (CDP) di Jababeka, Bekasi.

Agung menuturkan pihaknya akan berkoordinasi dengan para pemangku kepentingan untuk pengembangan kereta logistik lebih lanjut, termasuk penambahan kereta, jalur rel ganda dan tersambungnya perjalanan kereta hingga ke Tanjung Perak, Surabaya.

"Ini tahap pertama, kami ingin 'double track' sampai pinggir laut. Ini sudah gerak satu langkah, dan akan bergerak lagi," katanya.

Direktur Operasi Kalog, anak usaha PT Kereta Api Indonesia, Sugeng Priyono, mengatakan waktu perjalanan peti kemas dari Pelabuhan Tanjung Priok-CDP memakan waktu sekitar 70 menit.

Namun ia belum bisa memastikan jam operasional kereta logistik dari pelabuhan lantaran harus disinergikan dengan jadwal kereta rel listrik (KRL) dan kereta antarkota yang melewati jalur yang sama.

"Ini jauh dibanding perjalanan dengan truk yang bisa sekitar 2-3 jam. Yang paling utama, angkutan kereta logistik ini bisa meringankan beban jalan jalan," katanya.

Sebelumnya, Menko Kemaritiman Rizal Ramli menyebut kereta logistik Pelabuhan Tanjung Priok akan menekan sepertiga kemacetan di pelabuhan tersebut. Kereta logistik juga diklaim dapat menekan waktu tunggu bongkar muat (dwelling time) di kawasan tersebut yang diminta Presiden Jokowi di kisaran 1-2 hari.

THERE are fears among members of the UK's shipping community that a British exit from the European Union will place the future of London's role as a global centre of ship financing, brokering and insurance in jeopardy.

According to accounting firm PricewaterhouseCoopers, the maritime business contributes US$6.5 billion to the economy annually, with 80 per cent of business coming from abroad, reported the Wall Street Journal

Shipping employs 469,000 people in the UK, according to Maritime London, a promotional body for UK-based shipping companies.

London is home to Lloyd's Market Association, the world's biggest grouping of shipping-insurance agents, which handled a combined $38 billion of premiums last year. It is also the base for some of the industry's biggest shipping financiers, such as Royal Bank of Scotland PLC; brokers, including Clarksons PLC; and leading shipping legal firms, among them Norton Rose Fulbright LLP.

"An owner can get a shipping loan, insure his vessel and find a charter in a very short time within London's square mile and that's what makes the city attractive to owners," said director of maritime advisory firm Flagship Navigation Ltd, Mike Sapountzoglou.

"If the UK leaves the EU, banks may relocate to other parts of Europe and other services may follow dealing the shipping cluster a serious blow."

Chairman of legal and claims consulting firm C Solutions, Peter Ahlas, said a UK withdrawal from the EU could be "devastating" for local maritime services as business will likely be lost to other shipping centres, such as Singapore.

Shipowners "are already moving to other shipping centres because of better tax regimes, and a good part of ship financing has already migrated to New York," Mr Ahlas said.
