[220620.EN.SEA] APL England Heads For Chinese Repair Yard After Losing 50 Boxes


SINGAPORE-FLAGGED 5,780 TEU APL England that lost 50 boxes off the coast of Australia has been allowed to leave Brisbane, heading for a Chinese repair yard, while the master of the vessel, who appeared in court on June 12 has also been allowed to go home.

The unnamed Malaysian master faces charges relating to pollution of the environment as a result of poor cargo loading and the corrosion of cargo securing equipment.

An Australian Maritime Safety Authority (AMSA) spokesperson said: "The master appeared before the Brisbane Magistrates Court on June 12 where his bail conditions were varied, which allowed the return of his passport enabling him to leave the ship."

In addition, the crewman was given permission to leave Australia provided he agreed to pay a deposit ofAUD60,000 (US$41,000), reports Container News.

"The service of documents and other material can happen via his lawyer in Australia, and he must not change his residential address in Malaysia without notifying the Commonwealth Director of Public Prosecutions 14 days ahead of the change. The matter was adjourned to July 24, 2020," added AMSA.

Meanwhile APL England has now discharged its cargo and has been cleared by AMSA to head for repairs in an unspecified Chinese yard. The ship left the Port of Brisbane on the evening of June 19 with a new master, following an AMSA inspection of the vessel's seaworthiness.

"Prior to allowing the ship to sail, AMSA received a formal written undertaking from the ship's insurer, Steamship Mutual, that it will pay fines and other amounts that are agreed or imposed by a court in relation to AMSA's costs in responding to the incident. This commitment is for an amount up to AUD22.5 million.

APL, a subsidiary of French carrier CMA CGM, and its insurers are in the early stages of organising a sonar search of about 1,000 square kilometres of water from the Illawarra to Sydney's southern suburbs where around 35 containers have yet to be found, as required by AMSA in an earlier directive.

AMSA's CEO Mick Kinley, while regretting the accident, welcomed what he called the "early response" by the owners and insurers.

"The response to incidents like these don't happen overnight, but this early commitment shows that the vessel's owners and insurers intend to do what they can to ensure our seas remain safe and clean," said Mr Kinley.

[220620.ID.BIZ] Apindo Bersama 16 Asosiasi Industri Usul FABA Dikeluarkan Dari Daftar Limbah B3

Bisnis.com, JAKARTA – Sebanyak 16 asosiasi yang tergabung dalam Asosiasi Pengusaha Indonesia (Apindo) mengusulkan agar fly ash dan bottom ash (FABA) untuk dikeluarkan dari daftar limbah B3 di Tabel 4 Lampiran I PP No. 101 Tahun 2014 tentang Pengelolaan Limbah Bahan Berbahaya dan Beracun.

Sebagai informasi, FABA dihasilkan dari proses pembakaran batubara pada fasilitas pembangkit listrik tenaga uap PLTU, boiler, dan/atau tungku industri.

“Ke-16 asosiasi yang tergabung dalam Apindo tersebut sepakat untuk mengusulkan delisting FABA, karena berdasarkan hasil ujinya pun menyatakan bahwa FABA bukan merupakan limbah B3,” ujar Ketua Umum Dewan Pimpinan Nasional Apindo Haryadi B. Sukamdani dalam keterangan pers, Kamis (18/6/2020).

Asosiasi tersebut antara lain Gabungan Perusahaan Karet Indonesia (Gapkindo), Asosiasi Produsen Pupuk Indonesia (APPI), Indonesian Mining Association (IMA), Gabungan Pengusaha Makanan dan Minuman Seluruh Indonesia (GAPMMI), Asosiasi Pertekstilan Indonesia (API), Asosiasi Kimia Dasar Anorganik Indonesia (AKIDA), Asosiasi Produsen Oleochemical Indonesia (APOLIN), Asosiasi Pulp dan Kertas Indonesia (APKI), Asosiasi Produsen Biofuel Indonesia (APROBI), Gabungan Pengusaha Kelapa Sawit Indonesia (GAPKI), Asosiasi Industri Olefin, Aromatik & Plastik Indonesia (INAPLAS), Asosiasi Aneka Industri Keramik Indonesia (ASAKI), Asosiasi Pertambangan Batubara Indonesia (APBI-ICMA), Asosiasi Industri Minyak Makan Indonesia (AIMMI), Asosiasi Produsen Serat Benang dan Filament Indonesia (APSyFI), dan Gabungan Industri Minyak Nabati Indonesia (GIMNI).

FABA, yang dihasilkan berkisar antara 10 juta–15 juta ton/tahun, saat ini dikategorikan sebagai limbah B3. Dari hasil uji karakteristik mudah meledak, mudah menyala, reaktif, infeksius, dan/atau korosif, uji toksikologi Lethal Dose-50 (LD50), serta Toxicity Leaching Procedure (TCLP) dari beberapa uji petik kegiatan industri menunjukkan bahwa FABA tersebut memenuhi baku mutu/ambang batas persyaratan yang tercantum dalam PP No. 101 Tahun 2014, sehingga dikategorikan sebagai limbah non-B3, seperti halnya di beberapa negara, antara lain Amerika Serikat, China, India, Jepang, dan Vietnam.

Direktur Eksekutif APKI Liana Bratasida mengatakan bahwa rate kegiatan pemanfaatan FABA di Indonesia masih tergolong sangat kecil, yaitu hanya 0%–0,96% untuk pemanfaatan fly ash dan 0,05%–1,98% untuk pemanfaatan bottom ash.

Padahal, pemerintah sering menggaungkan bahwa kegiatan pengelolaan limbah melalui kegiatan pemanfaatan memiliki hierarki yang lebih tinggi daripada kegiatan pemusnahan dan pengolahan, serta penimbunan.

Di beberapa negara tersebut di atas, FABA juga telah dimanfaatkan sebagai material konstruksi, seperti untuk campuran semen dalam pembangunan jalan, jembatan, dan timbunan, reklamasi bekas tambang, serta untuk sektor pertanian, kehutanan, dan perikanan.

“Bahkan, rate pemanfaatan FABA di negara-negara itu sudah cukup tinggi, berkisar antara 44,8%–86%,” ujarnya.

KLHK telah mengeluarkan Peraturan Menteri LHK No. 10 Tahun 2020 tentang Tata Cara Uji Karakteristik dan Penetapan Status Limbah Bahan Berbahaya dan Beracun, dan ternyata  telah diundangkan pada 4 Mei 2020.

Namun, Permen tersebut disusun tanpa melibatkan pelaku kegiatan usaha/industri, sehingga Permen tersebut sulit untuk diimplementasikan di lapangan dan pengecualian limbah B3 dari pengelolaan limbah B3 tidak sesuai dengan tujuan diterbitkannya Permen itu sendiri.

“Pada akhirnya, karena Permen LHK No. 10 Tahun 2020 diterbitkan tidak sesuai dengan tujuannya, maka harapan kami adalah sisa pembakaran batubara berupa fly ash dan bottom ash (FABA) dapat dikeluarkan (delisting) dari daftar limbah B3 di Tabel 4 Lampiran I PP No. 101 Tahun 2014,” tegasnya.

[210620.EN.AIR] Cathay to Cut to Freight-only Passenger Flights as Air Cargo Rates Retreat

HONG Kong's Cathay Pacific is reported to be preparing to cancel "many" of its freight-only flights as air cargo rates begin to drop following the decline in demand for personal protective equipment and the use of alternative shipping methods.

Air freight rates have fallen by half from their peak last month, according to TAC Index.

"Cargo has been tapering off, and as a result, there will be many cancellations of cargo-only passenger aircraft flights, as the commercial decisions are made closer to the time of the flight," the airline said.

Cargo revenue has been Cathay's primary source of income for at least three months, as the collapse in air travel has seen passenger revenue dry up. With the grounding of numerous passenger aircraft, which typically carry half the world's cargo, airfreight pricing surged on the shortfall in capacity.

Among Asian airlines, who rank among the biggest cargo carriers globally, a mixed picture was emerging, reports the South China Morning Post.

Korean Air, the sixth largest, said it anticipated a "change" in demand, but its capacity was still rising, while seventh-placed China Airlines told Reuters it was concerned about the outlook against a weak global economic environment.

Cathay, meanwhile, planned to "remain agile in the deployment of our aircraft to ensure our available cargo capacity is aligned with market demand", the airline said in an emailed statement. In May, the airline operated 900 such return flights.

Korean Air says it was currently using passenger planes for 70-80 return cargo-only flights per week.

"If the global economic recession and trade restrictions due to Covid-19 continue for a long time, the air cargo market is bound to face challenges," a Korean Air spokeswoman said. "We expect cargo demand to change, but currently cargo transport capacity is on the rise due to the increase in cargo-only passenger flights."

Cargo freight pricing from China to Europe has halved to US$6 a kilo in June since the end of April, according to TAC Index data. China-US pricing topped $15 by mid-May but has dropped by two-thirds. Rates pre-Covid had hovered around $2 to $3 a kilo.

Rates from Hong Kong to the US and Europe, meanwhile, are all starting to give up the significant gains, but remain 5 0 per cent higher than at the same time in 2019.

Kim Yo Jong sendiri menjadi perhatian setelah pada awal pekan ini memerintahkan penghancuran kantor penghubung Korea Selatan di Kaesong. Tak hanya itu, Kim Yo Jong juga melontarkan serangkaian kecaman kepada pemerintah Korsel, dan mengancam bakal mengerahkan militer di tengah ketegangan kedua negara.

Adik Kim Jong Un ini bahkan mengklaim bisa menginstruksikan perintah tersebut karena mendapat wewenang dari sang kakak, partai, dan juga negaranya.

Beberapa pakar bahkan kini melontarkan dugaan apakah sudah bisa dianggap sebagai suksesor Kim Jong Un di Korea Utara. "Dari apa yang saya lihat, dia adalah sosok yang dingin, kejam, dan sombong," jelas Suzanne Scholte, salah satu pendiri Free North Korea Radio seperti dikutip New York Post.

Scholte menyebut pendekatannya yang agresif merupakan upaya konsolidasi sekaligus mengukuhkan dukungan pejabat Korut kepadanya.  "Kim Jong Un sudah menunjukkan jika terjadi sesuatu dengan dirinya, maka ada penerusnya dan keluarga Kim masih berkuasa," jelasnya.

Dulu, dia dianggap hanya sebagai sebatas staf biasa, di mana dia akan memberikan asbak kristal setiap kali sang kakak merokok.

Namun kini, Kim Yo Jong kini menjelma sebagai salah satu pemimpin yang diakui di Korea Utara. Pakar Korut sekaligus purnawirawan Kolonel Pasukan Khusus AS, David Maxwell, menerangkan tidak ada orang nomor dua di Korea Utara.

"Tapi dia bertindak seolah dia adalah wakil pemimpin. Sangat tidak mungkin kecuali kakaknya sendiri yang memberi wewenang," kata Maxwell.

Pakar yang lain menyatakan, meski dia perempuan dan masih sangat muda, Kim Yo Jong diyakini tidak akan menemui ganjalan di Pyongyang.  "Dia galak dan tangguh. Saya tidak berpikir karena dia perempuan maka dia akan terganjal," ucap Sean King, pakar Asia di Park Strategies.

King mendasarkan argumentasinya bahwa para perempuan mengelola bisnis pasar gelap di Korut, meski negara tersebut didominasi oleh patriarki.

Perempuan yang diyakini berusia 32 tahun itu juga menempuh pendidikan di Swiss seperti kakaknya, dan bersuamikan pejabat tinggi Choe Song.

Dia pertama kali tampil sendiri ketika hadir dalam upacara pembukaan Olimpiade Musim Dingin di Pyeongchang, Korea Selatan, 2018 lalu.  Dia terus mendampingi sang kakak ketika bertemu Presiden Korsel Moon Jae-in, maupun Presiden Amerika Serikat (AS) Donald Trump.

THE global shipping industry will be at the forefront when the world economy recovers after the Covid-19 pandemic, a view held by Panos Kimidis, CEO Palau International Ship Registry (PISR).

However, the sector will not emerge unscathed and there will be economic casualties and any recovery will take time. What we must see in the next 12 months is a greater awareness of the working conditions of seafarers and the benefits of digital operations.

The global recovery won't happen overnight and the 'new world' we emerge into will be one focused more on digital technology and the human element because if we have learned anything from this pandemic, it is that there are weaknesses in the operational chain, Mr Kimidis said in his commentary in the Seatrade Maritime News, Colchester, UK.

"If you can't get to a ship, can't conduct a survey or inspection, then that is a weakness of the current system. But the solutions are not in the far future, they are here and now, and we have been providing them for shipowners. We must re-evaluate the way we conduct business in the shipping world and move into the world of digital operations.

"Over the past months of the pandemic we have concentrated on supporting ship owners as a digital ship registry through our network of Deputy Registrars who are working with ship owners and operators to mitigate the effects of the current pandemic crisis by supporting them with our digital services and remote operations. It is this emphasis on bringing future digital operations into the present that has enabled us to support them during this difficult period," PISR CEO said.

Mr Kimidis notes that one of the most depressing issues arising from the pandemic has been the effects on seafarers. "Lockdowns and restricted movements have meant they are either unable to leave their ships or trapped on land unable to join vessels. Not only has the pandemic caused serious financial pressures on the industry but it has impacted on the mental health of seafarers. This is an issue not only for crew but also for their employers. This is an area that we need to pay a great deal more attention to post-Covid."

Seafarers are still a vital element of the shipping world and this pandemic has been a wake-up call in relation to the their working conditions. It has exposed this area of operations as a real weakness and yet we have the solutions.

"We must put our faith in digital technology to regenerate the shipping world. The pandemic has illustrated how much we need to be able to continue operations without the physical presence needed in so many aspects of the industry.

"My concern from the start of the lockdowns was the health and safety of my employees and fleet personnel. Only by technology and remote operations could we operate without jeopardising their safety," he said.

"Progress may be slow in the initial months following the lifting of global lockdowns but the shipping world is already moving. The sector has always been slow to change. This is partly due to the complex nature and scope of the IMO and changes often take a long time to come into action. Post-Covid this is unlikely to continue and we are already seeing the introduction of regulatory changes that will allow progress related to Port State Control and certifications, insurance cover and remote surveys for ships. There are both operational and financial benefits of using these technology tools so I can see a tangible benefit for the shipping sector in adopting and adapting to new technology."

Digital services are the way forward and there should be no place for those who cannot see the future here and now, Mr Kimidis stressed.

KONTAN.CO.ID -JAKARTA.  Mining Industry Indonesia (MIND ID) bersama dengan para pemegang saham mayoritas PT Vale Indonesia Tbk (PTVI) yaitu Vale Canada Limited (VCL) dan Sumitomo Metal Mining Co., Ltd. (SMM), telah menandatangani Perjanjian Jual Beli Saham (Shares Purchase Agreement) pada tanggal 19 Juni 2020 untuk membeli 20% saham divestasi PTVI.

Penandatanganan perjanjian ini adalah langkah awal dimulainya kerja sama strategis jangka panjang antara MIND ID dan PTVI setelah Pemerintah menunjuk PT Indonesia Asahan Aluminium (Persero), sebagai Holding Industri Pertambangan yang saat ini telah memiliki identitas baru sebagai MIND ID, untuk membeli saham divestasi PTVI.

Langkah ini sesuai dengan mandat MIND ID untuk mengelola cadangan mineral strategis Indonesia dan mendorong hilirisasi industri pertambangan nasional. Sebelumnya MIND ID juga sudah mengakuisisi 51% saham PT Freeport Indonesia.

Dalam penjualan 20% saham divestasi ini, VCL akan melepas sahamnya sebesar 14.9% dan SMM sebesar 5.1% seharga Rp 2.780 per lembar saham atau senilai total Rp 5,52 triliun. Transaksi penjualan ini ditargetkan akan selesai pada akhir tahun 2020.

Setelah selesainya transaksi, kepemilikan saham di PTVI akan berubah menjadi VCL 44.3%, MIND ID 20%, SMM 15%, dan publik 20.7%. Divestasi 20% saham PTVI ini merupakan kewajiban dari amandemen Kontrak Karya (KK) di tahun 2014 antara PTVI dan Pemerintah Republik Indonesia.

Partisipasi MIND ID di perusahaan tambang kelas dunia, seperti PTVI (Brazil/Kanada) dan PT Freeport Indonesia (Amerika Serikat), merupakan bukti keberhasilan Indonesia dalam menjaga dan menarik investasi perusahaan global ke industri pertambangan nasional.

“Transaksi ini menegaskan kepercayaan perusahaan-perusahaan tambang dunia terhadap MIND ID dan Indonesia secara keseluruhan. Kerjasama MIND ID dan PTVI akan menjadi sinergi yang saling menguntungkan dan saling melengkapi untuk memajukan industri pertambangan,” ujar Group CEO MIND ID Orias Petrus Moedak, dalam siaran pers, Sabtu (20/6).

Melalui kepemilikan 20% saham di PT Vale Indonesia Tbk., dan 65% saham di PT Aneka Tambang Tbk., MIND ID akan memiliki akses terhadap salah satu cadangan dan sumberdaya nikel terbesar dan terbaik dunia.

Di masa mendatang, akses ini secara strategis akan mengamankan pasokan bahan baku untuk industri hilir berbasis nikel di Indonesia; baik hilirisasi industri nikel menjadi stainless steel, maupun hilirisasi industri nikel menjadi baterai kendaraan listrik.

Akses ini juga akan mempercepat program hilirisasi industri nikel domestik, yang akan menghasilkan produk hilir dengan nilai ekonomis hingga 4-5 kali lipat lebih tinggi dari produk hulu.

Penandatanganan ini adalah kelanjutan dari penandatangan Perjanjian Pendahuluan pada tanggal 11 Oktober 2019. Dalam transaksi ini, MIND ID dibantu oleh BNP Paribas sebagai konsultan keuangan, Shearman & Sterling dan Melli Darsa & Co sebagai konsultan hukum, EY Indonesia sebagai konsultan due diligence keuangan dan perpajakan, AMC Consultants Pty Ltd sebagai konsultan teknik, dan Ruky, Safrudin & Rekan dari Kantor Jasa Penilai Publik.

THE Port of Shanghai maintained its top ranking at the busiest container port in the world, reporting a 4.4 per cent increase volume to 42 million TEU.

Coming in at No 2 was the Port of Singapore with the highest growth in the top 20, up 8.7 per cent to 36.6 million TEU for the year 2018.

Growth of 7.1 per cent helped Ningbo-Zhoushan port surpass the Port of Shenzhen to take third place, while Guangzhou's 7.6 per cent growth was enough make it No 4 and propel it ahead of Busan, which fell to No 6 despite a 5.8 per cent volume increase.

Meanwhile, the flagging Port of Hong Kong, which held the distinction of the world's busiest container port until it was dethroned by Singapore in 2004, continued to slide down the list, dropping two spots to No 7 as its throughput dipped 5.6 per cent to 19.6 million TEU.

Rizhao, China, saw container volume surge 24.2 per cent to four million TEU; Piraeus, Greece, up 18.3 per cent to 4.77 million TEU; Barcelona, Spain, up 15.1 per cent to 3.42 million TEU; and Colombo, Sri Lanka, up 13.5 per cent to 7.05 million TEU.

Only seven of the top 50 showed negative growth from 2017, two of which were still in the top 10: Hong Kong and Dubai's Jebel Ali. The largest declines, however, took place at Salalah, Oman, which saw throughput drop 14.2 per cent to 3.39 million TEU, and Felixstowe, United Kingdom, down 10.5 per cent to 3.85 million TEU.

Annual Top 50 Global Container Ports ranking is assembled using throughput data from port authorities, IHS Markit, and maritime industry analyst Alphaliner.

In Vietnam, according to Bloomberg statistics, Ho Chi Minh Seaport and Cai Mep ports, ranked 25th and 50th respectively among the world's largest container ports.
