LOSS-MAKING Hapag-Lloyd has decided to add costs by no longer selling
vessels to shipbreakers that do not comply with strict United Nations
regulations - even though the regulations are not in force.
The German carrier said it would only use scrap yards that have the
International Organisation for Standardisation 14001 certification, and thereby
taking work away from those who do the shipbreaking on the Indian subcontinent.
Hapag-Lloyd, which has a reputation for ahead-of-schedule compliance, now
insists shipbreakers follow the UN's International Maritime Organisation's Hong
Kong Convention for the Safe and Environmentally Sound Recycling of Ships.
So far only Norway, France and Congo have ratified the convention.
Not all recycling yards can afford these standards, notes Lloyd's List, adding
that such a policy will limit Hapag-Lloyd's ability to benefit from the higher
prices offered by breakers in India, Pakistan and Bangladesh.
But the report also noted that the Jiang Xiagang Changjiang Shiprecycling Yard
near Ningbo does meet specifications at prices that are a third less than those
located in the Indian subcontinent.
According to buyer GMS, Pakistan, Bangladesh and Indian yards are offering
between US$445-$455 per ldt (light displacement ton) compared with Chinese
yards which are offering $290 per ldt.
Pakistan and Bangladesh have continued to dominate demolition activity over the
past week, but there are fears that deflated sentiment in India could drag
rates down across the board.
Brokers said Indian buyers were struggling to maintain rates under pressure
from a fluctuating currency and from cheap imports of Chinese steel making ship
plate less competitive.
"It may well be some time before we see Indian buyers offering with the
vigour and bullishness of the last quarter, with many predicting some further
lows to come on the currency in the weeks ahead before any improvements are
seen," said US-based cash buyer GMS.
Despite the gloomy outlook on the shipbreaking beach in Alang, an Indian buyer
still managed to seal the top deal of recent days. There is ample demand and
after months on sidelines, Indian buyers took the lion's share of the tonnage
on offer.

Holding BUMN Kehutanan rampung sebelum terbentuknya pemerintahan baru.
Peraturan Pemerintah (PP) pembentukan holding Kebun dan Kehutanan diperkirakan
keluar akhir September 2014.
Menurut Dahlan, surat persetujuan pembentukan holding BUMN Kebun dan Kehutanan dari Presiden Susilo Bambang Yudhoyono sudah dikeluarkan 8 Agustus 2014. "Presiden sudah setuju, tinggal menunggu PP-nya," ujarnya.
Dia menegaskan, pada Sabtu (16/8) Dahlan, dirinya sudah memanggil seluruh direksi dan komisaris PT Perkebunan Nusantara (PTPN) I-XIV, dan PT Inhutani I-IV. "Semua pertanyaan soal pembentukan holding dari direksi dan termasuk dari Serikat Pekerja kedua BUMN tersebut sudah dijelaskan. Semuanya clear, pasti dilaksanakan. Ini keputusan negara," katanya.
Pembentukan holding BUMN Perkebunan dan Kehutanan bagian dari program perampingan jumlah BUMN sehingga lebih efisien dan menciptakan perusahaan kebun plat merah berskala besar. Dalam kajiannya BUMN menyebutkan dengan terbentuknya holding BUMN Perkebunan maka diproyeksikan mampu menciptakan laba bersih naik hingga 400 persen, dibanding berdiri sendiri yang masing-masing tumbuh 3,5 persen per tahun.
Dahlan memastikan, dalam dua tahun terbentuknya Holding Perkebunan itu maka kinerja keuangannya akan mampu menyamai perkebunan swasta terbaik di Tanah Air yang rata-tumbuh 16 persen per tahun.

increased its east China reach with a partnership with Shanghai International
Port Group Logistics (SIPGL), the company announced.
"The agreement covers all ocean freight activities and LCL/FCL and breakbulk cargo, giving Agility unprecedented access to the complete infrastructure of SIPGL," the company said.
This includes depot management, vessel planning and loading, trucking, door-to-port and port-to-door, container freight station warehousing, brokerage, booking agency and port handling, said the Agility release.
"As the sole port operator in Shanghai and for all Yangtze River ports, SIPGL gives Agility increased access and the ability to offer services covering Shanghai, Jiangsu, Hebei, Anhui and Chongqing," said the company.
"We are delighted to embark on this strategic partnership with Shanghai International Port Group Logistics," said Agility East China managing director Thomas Gronen.

Bisnis.com, JAKARTA -- Asalkan tidak ada unsur kecurangan
atau fraud, lindung nilai atau hedging kurs oleh BUMN tidak akan dianggap
sebagai kerugian negara.
Menteri Keuangan M. Chatib Basri mengatakan pemerintah
saat ini memang masih menunggu kesepakatan di antara aparat penegak hukum
mengenai hedging kurs oleh BUMN.
Sejauh ini, Badan Pemeriksa Keuangan sudah memberikan
'lampu hijau' kepada BUMN dengan menyatakan hedging bukanlah kerugian negara.
"Hedging ini kan kita berhubungan dengan perusahaan
yg menberikan hedge. Kalau dalam prosesnya ada kick back, suap, ya itu tetap
salah. Tapi kalau tidak, mestinya tidak ada soal," katanya, Rabu
(20/8/2014).
Meskipun sudah ada payung hukum dalam bentuk Peraturan
Menteri BUMN Nomor PER-09/MBU/2013 tentang Kebijakan Umum Transaksi Lindung
Nilai BUMN, Menkeu mengungkapkan perusahaan pelat merah masih takut melakukan
hedging.
"Yang orang takutkan itu, dia hedge ketika Rp11.600
per dolar AS, ternyata perkembangannya rupiah jadi Rp11.000 per dolar AS.
Berarti, kelebihannya diambil perusahaan finansial kan? Nah, mereka takut itu
dianggap merugikan negara, memperkaya orang lain," jelasnya.
Chatib mengatakan, jika sudah ada kesepakatan persepsi di
antara penegak hukum mengenai perlakuan terhadap hedging, peraturan akan segera
dibuat.
"Bisa berupa peraturan menteri keuangan, tapi ini
bergantung pada bagaimana pengaturan di Kementerian BUMN."

[190814.EN.SEA] Loading Delays Hit 10,000 TEU-plus Ships Hardest at Ports in Americas
DELAYS in loading containerships at ports in North and
South America are more likely to affect vessels of 10,000 TEU and above than
smaller vessels, statistics show.
In July 33 per cent of the 587 vessel arrivals at Long
Beach, Los Angeles, Oakland, Buenos Aires, Montevideo and Santos were delayed
by more than 12 hours, according to shipment management software company
CargoSmart.
Sixteen per cent of those vessels were delayed by at
least 24 hours.
There were 66 arrivals of ship with a capacity of 10,000
TEU-plus in July, of which 47 per cent were delayed more than 12 hours while 21
per cent were delayed more than 24 hours.
"Compared to the overall average, large vessels'
delays were greater," said CargoSmart as reported Platts McGraw Hill
Financial in New York.
Los Angeles was the best-performing port with an average
delay of 10.8 hours for all vessels and just four hours for large
containerships.
Buenos Aires was the worst performer for overall delays
(23.2 hours) while Santos was the worst for large vessels (20.4 hours).
At Santos 45.5 per cent of the 10,000 TEU-plus vessels
that called at the port experienced delays in July.
