THE Japanese people must make a concerted effort and raise their voices to a significant level to again have an impact on world shipping, said a prominent Tokyo banker at a Sea Japan Webinar during Digital Maritime Week.

"Japan must go with a new motto - All Japan - people should not be too selfish about themselves. Make sure everybody goes in one right direction, consolidation is something we cannot avoid," said Tokyo Century Corporation's shipping general manager Jigo Hayashi.

"We all have to work together, I am strong advocate of All Japan, the shipping community must all form as one community," he said.

"Japan's presence in shipping has been diminishing and the reason is this country is not taking one single approach," Mr Hayashi said.

"The Japanese government will need to take a holistic approach and it's the shipowners who are taking a step-by-step fragmented approach and is not coming as one big voice," he said, reported Colchester's Seatrade Maritime News.

"This is one key challenge to the Japanese shipping community - they must work together to make each fragmented voice into one concerted voice in order to have an influential impact on [those] who are asking for rescheduling."

Webinar moderator and Japan Maritime Daily president Hirofumi Yamamoto said the country's shipyards would soon have no LNG carrier orders on their books while yards in Korea and China have 100 LNG orders to date.

Said Mr Hayashi: "The Japanese must awaken themselves to the reality that the Koreans have Korean government backing, the Chinese have One Belt, One Road. The Japanese must start to wake up - you need to have a caffeine dose, a double expresso."

KONTAN.CO.ID - JAKARTA. Industri maskapai penerbangan dunia mendapat pukulan telak saat pandemi Covid-19. Tak terkecuali bagi industri penerbangan Indonesia. Hampir semua maskapai nasional telah melakukan perampingan karyawan.

Bermula dari Garuda Indonesia yang melakukan pemutusan hubungan kerja (PHK) terhadap sekitar 150 pilotnya, kemudian disusul oleh Lion Air Group yang memutuskan untuk tidak memperpanjang kontrak 2.600 karyawannya, dan yang terbaru adalah Sriwijaya Air.

Pengamat penerbangan AIAC Arista Atmadjati mengatakan, imbas pandemi Covid-19 yang sudah mulai merebak pada Februari lalu masih terasa berat oleh semua maskapai nasional. Rendahnya tingkat okupansi telah menggerus pendapatan maskapai.

"PHK tidak terelakkan. Semua dunia kayak gitu," katanya kepada Kompas.com, Senin (6/7/2020).

Menurut dia, meski pemerintah sudah memberikan relaksasi kepada maskapai, dengan ditingkatkannya batasan okupansi menjadi 70% total kapasitas pesawat, tetapi hal tersebut dinilai belum mampu mendongkrak pendapatan maskapai. Sebab, maskapai disebut masih melakukan efisiensi dengan tidak mengerahkan semua armada pesawatnya.

"Penggunaan armada masksimal rata-rata baru 30% Bahkan Lion Air bulan lalu 10%. Garuda ngakunya 30%," katanya.

Lebih lanjut, Arista menyebutkan, kontribusi gaji atau upah karyawan terhadap total biaya operasional maskapai hanya sebesar 10-15%. Namun, dengan kondisi okupansi dan armada yang masih rendah, perampingan karyawan dinilai langkah yang tidak terelakkan oleh maskapai.

"Komponen 10-15% itu kalau pesawat terbang semua. Saat ini tidak, di situlah problemnya," ucap dia.

[060720.ID.SEA] Pembangunan Terminal Kijing Sudah Lampaui 55% Hingga Semester I-2020


KONTAN.CO.ID - JAKARTA. Hingga semester I 2020, pembangunan Terminal Kijing di Kabupaten Mempawah, Kalimantan Barat sudah melebihi 55%.

Direktur Utama IPC Arif Suhartono memastikan, pembangunan terminal ini tetap berjalan meski di tengah pandemi Covid-19.

“Pekerjaan itu meliputi pembangunan dermaga, trestle (jalan penghubung antara area darat dan terminal), pengerasan tanah area darat, pembangunan gedung kantor, serta bangunan pendukung lainnya di pelabuhan,” kata Arif dalam keterangan tertulis, Senin (6/7).

Adapun, di semester I ini, pembangunan terminal ini sudah menyerap dana investasi sebesar Rp 2,37 triliun di mana biaya pembangunan Terminal Kijing tahap pertama dianggarkan sebesar Rp 5 triliun.

Arif menjelaskan, dana tersebut digunakan untuk pengadaan tanah, pembangunan fisik terminal, dan biaya kegiatan pembangunan fasilitas pendukung lainnya.

Arif berharap pembangunan tahap I selesai sesuai rencana, dan bisa mulai diujicobakan pada kuartal keempat tahun ini.

Adapun, Terminal Kijing merupakan pengembangan dari Pelabuhan Pontianak, yang menjadi salah satu Proyek Strategis Nasional (PSN). Terminal Kijing diproyeksikan menjadi kawasan pelabuhan terbesar di Kalimantan, dan akan menjadi salah satu pelabuhan hub di Indonesia.

[060720.EN.SEA] 2M Asia-Europe 'Inducement' Loop Starts Loading as Rates Hold Steady


2M partners Maersk and MSC started loading their inducement Asia-North Europe loop service in China last week, as bookings and freight rates remain steady on the route.

However there is no change to the 2M strategy of suspending its AE2/Swan loop until October, suggesting that demand over the peak season remains weak.

According to consultant Alphaliner, the 14,036 TEU MSC Taranto started loading at Shanghai, Ningbo, Yantian, Singapore and Tanjung Pelepas for discharge at Rotterdam, Antwerp and Felixstowe.

"Maersk and MSC have decided to adopt a flexible approach to offer additional capacity in the summer months to cater for possible peak season volumes," it said.

MSC has dubbed the ad hoc loop its Griffin service, while Maersk simply refers to it as "a sweeper".

With the temporary withdrawal of the AE2/Swan loop, the 2M blanked an additional 13 sailings on the tradelane, removing an estimated 22 per cent of its capacity.

Alphaliner said a second sailing of the Griffin/sweeper service was planned from Shanghai on July 5, by the 13,568 TEU Maersk Evora. "However, the service will only sail if demand is gradually growing," cautioned the carrier earlier this month.

Alphaliner noted that the 2M had also substituted several of their 13,500 TEU ships on its AE6/Lion loop, deploying 18,000-plus TEU ultra-large vessels, including the 23,656 TEU MSC Mia, The Loadstar, UK reported.

[050720.EN.SEA] HMM's Fleet of Box Ships Increases, Other Top Ocean Carriers Cut Capacity


EVERY deepsea carrier has reduced its operated capacity this year, except South Korea's HMM, which is taking delivery of a series of the world's largest vessels.

And, in a double-whammy, the carrier has also seen nine ships, amounting to nearly 100,000 TEU, returned from its former 2M partners, according to new research from Alphaliner.

As part of a cooperation agreement signed in 2017, 2M partners Maersk and MSC had chartered the vessels - three of 13,100 TEU and six of 10,100 TEU - to deploy on their Asia-Europe and transpacific strings, chartering slots back to HMM.

The agreement ended in April and HMM joined THE Alliance as a full member, The Loadstar, UK, reported.

Alphaliner said today: "Not only did HMM have to redeploy these ships during the second quarter, but it also took charge of the first in a series of twelve 24,000 TEU newbuildings.

"Four had already been delivered by mid-June and are trading between Asia and North Europe, where HMM can fill them with the help of its new partners in THE Alliance."

As a result, HMM's operated fleet capacity has grown by a massive 42 per cent since the beginning of the year, taking its total fleet to nearly 552,000 TEU and pushing it past Yang Ming to become the world's eighth-largest box carrier.

"The steep fleet size increase had already led to vessel cascading at HMM and it has forced the carrier to idle ships," said Alphaliner. "The Seoul-based shipping line also decided to 'use the occasion' of having surplus tonnage to install scrubbers on a number of 13,100 TEU and 8,600 TEU ships.

"Of note, a massive 33 per cent of HMM's fleet was recorded as inactive at the end of May. The inactive share is, however, down to 20 per cent today as vessels have been returning to active service at a fast pace."

The rest of the 12 largest carriers have all reduced capacity across their fleets this year. Maersk has seen the largest overall decline in capacity, removing 236,000 TEU across 55 ships, reducing its share of total global capacity from 17.8 per cent to 16.6 per cent.

In terms of percentage reduction, the largest was Taiwanese carrier Wan Hai, which reduced its slot capacity by 14 per cent by redelivering chartered vessels, and cash-strapped PIL, forced to sell six 11,923 TEU vessels, reducing its capacity by 10.2 percent.

At the other end of the scale, Hapag-Lloyd has reduced its capacity by just 0.2 per cent, and CMA CGM by 1 per cent.

Bisnis.com, JAKARTA - Asosiasi Logistik dan Forwarder Indonesia (ALFI) mengharapkan keseriusan pemerintah dalam penataan ekosistem logistik nasional dengan menerbitkan sejumlah regulasi turunan dapat memunculkan inovasi dan pemulihan ekonomi di bidang manufaktur, logistik dan pelayaran serta jasa lainnya yang terdampak di masa pandemi.

Ketua DPP ALFI Yukki Nugrahawan Hanafi mengatakan sektor-sektor tersebut dapat lebih terakselerasi dengan adanya simplifikasi proses melalui platform digital. Selain itu, sistem ini seharusnya memudahkan para pemangku kepentingan untuk saling berkolaborasi agar efisiensi dan transparansi di bidang logistik bisa tercapai.

“Kami berharap perusahaan pergudangan, depo, dan platform-platform logistik karya anak bangsa mendapatkan kesempatan lebih untuk saling berkolaborasi dan terintegrasi dengan kementerian dan lembaga, sehingga terciptanya saling sinergi antara pemerintah dan swasta,” jelasnya melalui keterangan resmi, Jumat (3/7/2020).

ALFI, lanjutnya, juga mengapresiasi, terbitnya Inpres No. 5/2020 tentang Penataan Ekosistem Logistik Nasional dan Permenhub No. 42/2020 tentang tentang Pelayanan Pengiriman Pesanan secara Elektronik (Delivery Order Online) untuk Barang Impor di Pelabuhan dan selanjutnya akan mengawal implementasinya.

Dia menjelaskan Inpres No. 5/2020 mencakup menyederhanakan proses pemeriksaan barang, mempermudah akses layanan logistik melalui kolaborasi system ekspor dan impor dengan kementerian dan lembaga terkait, penerapan sistem manajemen risiko yang terintegrasi, dan kementerian dan lembaga terkait.

Selain itu terdapat peningkatan efisiensi proses logistik dengan kolaborasi system sektor transportasi, sektor pelayaran, sektor pelabuhan, sektor pergudangan, sektor depo peti kemas dan menyederhanakan proses bisnis pembayaran penerimaan negara.

Selain itu juga sinkronisasi jalur kereta api peti kemas, yang di dalamnya melibatkan Kementerian Keuangan, Kementerian Perhubungan, Kementerian BUMN, Kementerian Pertanian, Kementerian Kelautan dan Perikanan, Kementerian Perdagangan, Kementerian Kesehatan, Kementerian Perindustrian, BPOM, Polri dan instansi penerbit izin lainnya.

[040720.EN.BIZ] Indonesia Industrial Park to Spearhead Bid to Lure China Supply Chains

INDONESIA plans to build one of its largest industrial parks on the north coast of Java island in a renewed drive to attract manufacturers relocating out of China, Reuters reports.

The opportunities Southeast Asia's biggest economy aims to exploit as it comes out of a Covid-19 lockdown. But Indonesia must overcome decades-old hurdles including red tape, rigid labour laws, and poor infrastructure to be able to move up the value chain.

This time, in its quest to emulate rivals such as Vietnam, the government has shown serious intent in bringing about change and is aiming to pass an ambitious omnibus bill later this year to address some of the pressing foreign investor concerns.

Lin Neumann, managing director of the American Chamber of Commerce Indonesia, welcomed any incentives the park and new infrastructure offered but highlighted the importance of passing the bill, as well as opening up more protected sectors to foreign investment.

"The omnibus bill should impact the entire economy. That means the investment climate could change nationwide," said Mr Neumann.

At the same time it is pushing ahead with plans for a 4,000- hectare (9,884-acre) industrial park, an area equivalent to more than 5,000 football fields, in Brebes, Central Java - mainly targeting supply chains relocating out of China.

"This is a pilot project for Indonesia on how we can attract global investors heading out of China," said Ahmad Fauzie Nur, chief operating officer of PT Kawasan Industri Wijayakusuma.

The area's low minimum wage - US$1,200 - a month is another selling point, said Mr Fauzie Nur, who believes the park can compete with Vietnam and Thailand, the region's winners in attracting investors during the US-China trade war.

In a bid to avoid problems securing land, the state-owned company avails itself of a law to acquire land cheaply and ensure low rents at the park.

Taiwan's Foxconn Technology Group had reportedly been interested in building a factory in Indonesia in 2014 but scrapped plans due to land issues.

The proposed park is located 270 kilometres east of Jakarta in an area dotted with fish and shrimp farms and already has a road link to the capital and two nearby ports.

An official at Indonesia's investment and maritime affairs ministry estimated the park's first phase would cost IDR3.8 trillion (US$135.1 million).

In recent years, Indonesia has attracted foreign funds in mainly resources, tech and other sectors such as warehousing and logistics, but not so much in manufacturing.

President Joko Widodo last year told his cabinet "we have a problem" with our investment climate, citing an internal World Bank report that out of 33 companies relocating from China, 23 had chosen Vietnam while others picked Malaysia, Thailand and Cambodia. None came to Indonesia.

In response, President Widodo has prepared a flagship "omnibus" bill to replace around 80 overlapping regulations hampering business, and improve the overall investment climate, but the pandemic has slowed parliamentary deliberation.
