[310718.ID.BIZ] Kemhub Pastikan Kebijakan ODOL Berlaku Besok


KONTAN.CO.ID - JAKARTA. Angkutan yang kedapatan memiliki beban berlebih hingga 100% mulai akan diturunkan per 1 Agustus besok.

Tindakan tersebut dilakukan Kementerian Perhubungan (Kemhub) untuk mengatasi masalah Over Dimensi Over Loading (ODOL) yang masih terjadi di Indonesia. Pasalnya sampai saat ini masalah ODOL diakui belum dapat diselesaikan oleh Indonesia.


"1 Agustus akan mengadakan penurunan barang terhadap kendaraan over loading yang sampai 100%," ujar Direktur Jenderal Perhubungan Darat, Kemhub Budi Setiyadi saat konferensi pers, Selasa (31/7).

Masalah ODOL dinilai tengah merugikan negara menyangkut perbaikan jalan. Budi bilang total kerugian negara akibat ODOL mencapai Rp 43 triliun.

Meski begitu, Kemhub tetap memperhatikan dampak penerapan aturan ODOL. Pengawasan ODOL yang semakin ketat akan membuat industri perlu menambah angkutan serta akan berdampak pada keterlambatan barang ke tangan konsumen.

Setelah barang yang berlebih tersebut diturunkan akan dipindahkan ke truk lain untuk diangkut. "Akan diturunkan semuanya tetapi akan tetap dikirim dengan truk lain dan biaya ditanggung pengirim," terang Budi.

Meski begitu, Kemhub akan melakukan beberapa toleransi. Toleransi diberikan bagi kendaraan yang mengangkut sembako dan semen.

Sembako yang mendapat toleransi antara lain adalah minyak, beras, gula, terigu, air, buah, dan sayur. Truk yang mengangkut kelebihan beban barang tersebut hingga 50% akan mendapat toleransi untuk tidak ditilang.

Sementara kelebihan muatan di atas 50% akan ditilang. Toleransi diberikan dengan tenggat waktu satu tahun.

Toleransi juga diberikan kepada angkutan dengan muatan semen. Budi bilang toleransi bagi angkutan semen sebesar 40% dan akan berlaku selama 6 bulan.

Sementara seluruh angkutan yang kelebihan muatan hingga 100% akan tetap diturunkan. "Satu bulan setelah itu akan dilakukan analisa dan evaluasi," jelas Budi.

Budi bilang, kebijakan akan semakin ditingkatkan pada bulan September. Pada bulan September batal maksimal kelebihan beban yang akan diturunkan menjadi 75%.

Selain ODOL, yang juga akan menjadi perhatian yakni kendaraan yang kelebihan dimensi panjang akan ditandai untuk kemudian dipotong.

Kemhub akan memberikan tenggat waktu selama satu bulan. Bila dalam satu bulan belum juga dilaksanakan, Budi bilang akan dilakukan penahanan. "Denda bisa mencapai Rp 24 juta atau kurungan 1 tahun," ungkap Budi.

Selain masalah kerugian negara akibat perbaikan jalan, masalah keselamatan juga menjadi perhatian Kemhub. Sosialisasi telah dilakukan ke berbagai asosiasi pengusaha mengenai aturan ODOL tersebut.

[310718.EN.BIZ] CEVA Posts US$45m Loss As Sales Rise 7.3pc


EUROPEAN forwarding giant CEVA Logistics, formerly of the Netherlands, but now of Baar, Switzerland, posted a US$45 million second quarter net loss despite a 7.3 per cent year-on-year increase in revenues to $1.8 billion.

CEVA blamed most of the loss on the issuance of 30 million new shares via an initial public offering including a placement with French shipping giant CMA CGM Group, which now owns 24.9 per cent of the company.

But adjusted pre-tax profit (EBITDA), excluding the impact of the share sale, increased 10 per cent to $77 million.

Proceeds from the share sale will go to pay down debt, which CEVA reduced from $2.2 million to $1.1 million at the end of the second quarter.

CEVA's freight management segment quarterly pre-tax profit surged 35 per cent to $27 million on revenues of $853 million, up 8.1 per cent. Growth was boosted by an 8.3 per cent jump in ocean freight, offset by a 1.3 per cent slip in air cargo.

"Implementation of new contracts won in the spring tender season will drive volume growth going forward," the company said.

Pre-tax profit in contract logistics was unchanged at $39 million, while revenues grew 6.8 per cent to $996 million.

"CEVA continues to perform well. We now have achieved seven consecutive quarters of strong topline growth and stronger EBITDA," said CEO Xavier Urbain.

"We continue to reduce our cost base, work on productivity and address our underperforming activities. In the first half of the year, margin growth has been skewed towards freight management.

"We expect contract logistics to make more progress in the second half of the year as we have largely addressed the issues. We are committed to further improving our margins and are moving in the right direction.

"We are also making progress in developing our partnership with our new strategic shareholder CMA CGM," Mr Urbain said.

THE Asian Games 2018 from August 18 to September 2 in Jakarta and Palembang has appointed ECU Worldwide Indonesia as their official logistics partner.

Working alongside INASGOC (Indonesia Asian Games Organising Committee) and OCA (Olympic Council of Asia) ECU Worldwide Indonesia shall be responsible for freight logistics.

This will include temporary imports, shipments under ATA Carnet, end to end logistics, re-exports post the games for the Asian Games including the closing ceremony.

Bisnis.com, JAKARTA -- Muatan balik tol laut dari Papua masih kosong sekalipun telah ditugaskan kepada perusahaan pelayaran swasta tahun ini.

Berdasarkan data Kementerian Perhubungan, rata-rata muatan berangkat trayek T-9 (Tanjung Perak-Nabire-Serui-Wasior-Tanjung Perak) 42,3 TEU's per perjalanan kapal (voyage). Namun, muatan baliknya tidak ada.

Sementara, muatan berangkat trayek T-11A (kapal crossing Tanjung Perak-Timika-Agats-Merauke-Tanjung Perak) rata-rata 26 TEU's per voyage, sedangkan muatan baliknya kosong.

Kondisi yang sama terjadi pada trayek T-11B (kapal crossing Tanjung Perak-Timika-Agats-Merauke-Tanjung Perak) yang muatan berangkatnya 19 TEU's.

PT Pelayaran Tempuran Emas Tbk. (Temas Line) yang mengoperasikan rute itu sejak awal tahun ini menyatakan rute tol laut yang hanya satu arah (one way route) menjadi penyebab tidak ada muatan balik.

"Muatan baliknya masuk ke swasta," kata Sekretaris Perusahaan Temas Line Marthalia Vigita saat dihubungi, Senin (30/7/2018). 

Itu pun, lanjut dia, jumlah komoditasnya terbatas, yakni hanya hasil bumi, misalnya ikan laut. Seperti diketahui, di luar tol laut, Temas Line juga mengoperasikan rute yang sama. Sejak 2016, perusahaan berekspansi ke Papua dengan membuka rute pelayaran ke Timika, Merauke, dan Serui. Tahun ini, Temas Line menjadi salah satu pemenang lelang rute tol laut untuk dua trayek.

Marthalia mengatakan muatan berangkat 30%-50% dari kapasitas angkut kapal, baik tol laut maupun nontol laut.

[290718.EN.BIIZ] Nigeria Bans Maersk and Cosco, But its Impact Is Clouded in Confusion


THE Nigerian Ports Authority (NPA) has forbidden Maersk and Cosco to operate, alleging that the chaotic congestion at Lagos is caused by carriers' refusal to comply with an NPA directive to open off-dock yards for empties, and not by the intermittent truck strikes, the shipping lines say are responsible.

Yet the situation is unclear, as there are reports that NPA has rescinded its Maersk-Cosco ban, or that officials on the ground are not enforcing it as protests rise from all quarters as congestion mounts, reports the Nigeria Guardian.

The NPA had suspended local operations of Maersk, Cosco Shipping, APS and Lansal at the Port of Lagos from July 14 saying the lines had failed to comply with a directive to provide holding bays for their empties, reports Colchester's Seatrade Maritime News.

Maersk Nigeria said it had fully complied. "It is misguiding for NPA to suspend Maersk Nigeria for failing to acquire and operate holding bays for empty containers, as Maersk operates four holding bays within the Lagos environ with a storage capacity of 8,150 TEU," reported the Nigeria Guardian.

Cosco Shipping stated that it had complied with all local regulations. "We have always kept in close communication with local authorities. Contact with local authorities has confirmed that all of our vessels calling Nigerian ports are operating as scheduled," the Chinese company said.

"Cocso Shipping Lines has encountered low terminal operation efficiency due to truck driver strikes. We are paying close attention to the progress of these strikes and will issue relevant notifications for any necessary updates," said Cosco.
