THE Asian Shippers Council (ASC) has
quit the Global Shippers Forum (GSF) because of membership rules that would
have diluted its vote by allowing smaller regional councils, which it formerly
represented, to join as full members.
ASC chairman John Lu said the breakup occurred last November, but the GSF still has the ASC listed on its website as a member, despite repeated requests to remove the reference.
Given the split, the ASC felt free to join the European Shippers Council (ESC) in its opposition to mandatory containers weigh-in before loading because of the costs, red tape and lack of clarity over liability.
The Global Shippers' Forum, which represents cargo interests from Europe, North and South America, Australasia and Africa, is pressing International Maritime Organisation members to support compromise proposals.
ESC and the ASC say compulsory rules are not required, a view shared by the International Federation of Freight Forwarders Associations, its European counterpart Clecat and by the Federation of European Private Port Operators.
